The incumbent serves as a Biomedical Equipment Support Specialist (BESS) and provides services to the Native American population at Indian Health Service (IHS) located throughout the Hopi Health Care Center, in Polacca , AZ. The BESS provides engineering and managerial expertise to promote the safe, reliable, effective and economical use of resources in the delivery of health care.

Duties

Responsible for the overall administration of the service unit BESS Program. He/she provides technical assistance to service unit Biomedical Equipment Support Specialists and clinical departments. Incumbent will choose the most effective method to carry out the program. Responsible for the tracking of the equipment replacement funds sent to the service unit. Verifies data to Rockville and Area in a timely manner. Assists in the development of program budgets for the Service Unit. Provides technical assistance to the biomedical equipment support specialist and the clinical staff. Incumbent is responsible for program review, reporting results to the Area BESS and the appropriate Service Unit Administrative staff. Writes instructional material and conducts training in the techniques and methods of testing, calibrating and operating medical and dental systems for station personnel. Performs duties of broad scope and complexity to analyze, develop, design, modify, plan, install, evaluate, certify and correct system malfunctions on complex medical and dental systems that have vitally interrelated, and sometimes dispersed subsystems. The medical and dental systems are located throughout the service unit. Serves as a technical advisor and consultant to physicians and health administrators in the purchase of new instrumentation. Inspects and evaluates new systems upon receipt to determine that all government safety regulations, manufacturers' specifications and contract requirements are met. Frequent coordinative action with healthcare personnel is required.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Minimum Qualifications, GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Serve as an advisor for special projects involving the installation, service and repair of highly complex medical equipment and systems; serving as technical advisor to clinical staff regarding technical reviews of new equipment considering needs, environment, available facilities, network requirements, quality, repair ability, purchase, etc; setting up and installing new patient care systems, conducting preventative maintenance checks and services (PM) inspections of patient care equipment; investigating patient care equipment failures, hazard alerts, recalls, updates and incidents; ordering parts and accessories as necessary to perform repair functions. OR Completion of a Ph.D. or equivalent doctoral degree or (3) full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Possess a combination of education and specialized experience as described above, the total percentage must equal at least 100 percent to qualify for the GS-11 grade level. (Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at grades GS-11.) Minimum Qualification, GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Interpreting and evaluating construction drawings and specifications. Selection, installation, modification, testing and evaluating of medical and dental equipment. Recordkeeping activities to maintain compliance with statutory regulations and accreditation standards. Provides user and/or operator training on new devices and their functions. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
