This position is located with the BLM Fire & Aviation Directorate, Division of Support Services, Remote Sensing Branch (RAWS) located at the National Interagency Fire Center (NIFC). The duty station for this position is Carson City, NV. We expect to fill one position(s) at this time; however, additional positions may be filled from this announcement if they become available.

Duties

Serves as the lead field technician for the Remote Sensing Fire Weather Support Unit (RSFWSU). This position provides direct daily supervision, oversight, and technical guidance for the Southwest Field Support Section. Responsible for overseeing the necessary support for the Southwest RAWS under BLM field services contracts including scheduling, planning, and review of all systems installations; monitoring all field movements; field maintenance and calibration. Coordinates with the engineering staff of suppliers and vendors to develop hardware and software solutions to meet unit field requirements, as well as present technical recommendations with the Depot Support Supervisor to the RSFWSU Branch Manager. Responsible for the development and implementation of Southwest RAWS Field Support Section troubleshooting, maintenance, operational, safety and certification standards, as well as all procedures necessary to maintain RAWS within specified standards. Responsible for determination and establishment of all personnel training required to perform Southwest RAWS field service to approved standards and ensuring assigned Southwest Field Section personnel maintain currency on that required training. Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments. Responsible for coordinating directly with counterparts (maintenance supervisors, electronics technicians, and dispatchers) in other agencies and departments to establish work priorities, scheduling of system placements, maintenance and/or movement.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: repairing, maintaining, calibrating, redesigning, and/or modifying complex multi-discipline automatic weather systems utilizing schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas; experience in applying theoretical understanding of electronics to the evaluation of systems, equipment and components against performance standards, design parameters and user requirements; experience in the development of test procedures to locate systems and equipment design deficiencies in order to provide solutions to complex interrelated problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The incumbents work will be divided between field and administrative work. Some physical exertion is required. Field duties involve routine and recurring lifting of light to moderately heavy equipment up to 50 lbs., (occasionally, w/ assistance requires heavy lifting of portable stations for fire w/ boxes weighing from 110 to 119 lbs.). The position requires the safe operation of ATVs, UTVs, snowmobiles, in remote areas that is physically demanding. The incumbent will also be required to remove and replace intricate electronic and electromechanical components while looking through a magnifying glass. Work Environment: The incumbent will work in both field and shop environments. The field work on occasion is hazardous due to the requirements of operating 4x4, ATV and UTV off-road vehicles in difficult and challenging terrain in remote areas, often under adverse winter/summer conditions or flying in helicopters in mountainous terrain. Incumbent is required to wear Personal Protective Equipment (PPE), such as helmet, gloves, boots during field work. Field work is performed year-round from hot, dry and dusty desert environments to severe cold, windy winter conditions of heavy snow, ice and wind. The incumbent may be exposed to smoke from wildfires while performing fire support.
