The primary purpose of the position is to provide support for all areas under the QSV umbrella, including but not limited to: Performance Measures, Infection Control, Risk Management/Peer Review, Patient Safety, Accreditation/ Regulatory, System Redesign and High Reliability (HRO), as well as any other programs or entities that may be placed under the QSV umbrella.
Duties
Major duties include but are not limited to:
Assists the Chief, QSV with determining current and future QSV budget, equipment, space and staffing requirements; and ensures timely and appropriate submission of all resource requests.
Acts as a liaison with persons and/or groups within and outside the organization; and communicates with critical persons and groups, speaking for the Chief, QSV at times on complex program issues.
Responsible for ensuring Council minutes are composed timely and accurately capture the pertinent discussion and follow up items for each meeting topic; as well as submitting draft minutes for member voting approval, prior to obtaining Executive Leadership approval signatures and retaining the approved minutes electronically and hard copy, in accordance with any and all records management requirements.
Leads data analysis and management activities related to QSV programs.
Prepares presentations/executive correspondence for Chief QSV and completes fully documented studies for review of health care system committees and top management.
Serves as the primary timekeeper for QSV and maintains service level controls for use of sick leave, overtime, annual leave and authorized absence.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the GS-11 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an Administrative Officer position. Specialized experience includes: Examples of specialized experience would typically include, but are not limited to: 1)Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations related to Quality assurance data. 2) Experience with multiple quality programs including, but not limited to: SAIL, VSSC, IPEC, ECF to evaluate program effectiveness of quality programs and organizational productivity. 3) Knowledge to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in the Office of Quality, Safety, and Value (QSV).

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office
