The Chief, Compensation and Pension Physician will be responsible for supervision of all clinical staff within C&P, registry, including assignment of duties, coordinating schedules, conducting quality monitoring and chart reviews, ensuring timeliness of access and care to veterans. Ensures the section is in compliance with all local policies and national directives.

Duties

The Chief is responsible for regularly monitoring data, participating and presenting section goals, targets, benchmarks, and data at the department, facility, and VISN level. Chief will serve as mentor to staff whom he/she supervises and provides on-going training and education. Meets with ACOS Primary Care routinely to provide section updates and action plans. Meets applicable deadlines for goals, objective, measures, and facility suspense's. Models good customer service for internal and external customers. Conducts mid-year and end of year evaluations. Ensures participation of self and staff in veterans outreach programs in support of PACT Act and veteran benefits. Demonstrates knowledge and skills necessary to conduct thorough history and physical examinations of often complicated medical conditions and contentions. Conducts examinations and provides examination reports and opinions used by the Veterans Benefits Administration. These reports are used for determination of service connection, assessment of disability compensation ratings, assessment of eligibility for non-service-connected pension. Perform examinations on special Veteran populations including Gulf War Registry, Environmental Hazards Registry, and other legally required examinations. Provide reports that include thorough records review, comprehensive history, and detailed physical examinations, as well as interpretation of appropriate diagnostic studies. Reports will provide very specific information to ensure proper evaluation of the claimed disability by non-medical adjudicating officials of the VBA and courts. Reports are completed using Disability Benefits Questionnaires (DBQ) and entered into the Compensation and Pension Record Interchange (CAPRI) or other electronic exchange platform. Provide medical opinions that are well reasoned and worded to enable adjudication by non-medical adjudicating officials of the Veterans Benefits Administration and courts. Conducts, completes, and releases all reports in a timely manner and within established quality guidelines. Develop and maintain familiarity with the disability process and serve as subject matter expert to other services in the facility. Engage in DMA related and quality review procedures and conduct other C&P related duties as outlined by the Section Chief. Work collaboratively with other providers in the section. Engages in continuous process improvements in support of a high reliability organization Work Schedule: M-F 8:00 am - 4:30 pm Pay Schedule: The salary range listed in this announcement is a Base-Line Salary ($200,000-$252,720) range estimate for a full-time work schedule. Starting salary will be set based on locality (which may include a special pay rate depending upon location), as well as FT, PT or Intermittent employment. Recruitment/Relocation Incentive: Certain locations are deemed as 'Hard to Fill' and 'may' offer Recruitment Incentives, but such an Incentive is not guaranteed. Permanent Change of Station (PCS) relocation assistance: Not Available Financial Disclosure Report: Not Required Pay: Competitive salary, annual performance bonus, regular salary increases. Paid Time Off: 26 days paid annual leave (carryover up to 86 days), 13 days paid annual sick leave (unlimited carryover), 11 paid Federal holidays per year. Retirement: Traditional federal pension (5 years' vesting) and federal 401K with up to 5% in contributions by VA. Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement). Incentives: Possible signing bonus. Licensure: 1 full and unrestricted license from any US State or territory and you can practice anywhere in VHA. CME: Possible $1,000 per year stipend + possible 1 week paid authorized absence to attend. Malpractice: Free liability protection with tail coverage provided. Contract: No Physician Employment Contract and no significant restriction on moonlighting and no restrictive covenants.

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Note: Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Proficiency in spoken and written English. Physical requirements outlined below. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Moderate lifting, 15-44 pounds; Light carrying, under 15 pounds; Use of fingers; Walking, 2 hours; Standing, 2 hours; Work closely with others; and work alone.
