The Network Expendable Supply Analyst (NESA) is a supply chain management (SCM) advisor to the VISN 5 Network Chief Supply Chain Officer (CSCO) with particular emphasis on the strategic sourcing and management of commodities and supplies in the VA Capital Health Care Network (VISN 5), Chief Logistics Office. VISNs are networks of vertically and horizontally integrated Veterans Affairs Health Care Systems (VA HCS) serving Veterans across a broad geographic catchment area.

Duties

Duties: Evaluates supply management, inventory accountability, and field support for VA HCS within the VISN catchment area Develops or supports the development of policies and procedures to be promulgated to the field from information accumulated during on-site visits to field organizations and from analysis of periodic reports from the field Oversees and conducts quality assurance on the utilization of computerized supply/inventory management systems throughout the Network Commodity standardization program support for the management of the logistics program throughout VISN 5 facilities Develops consolidated VISN and facility requirements into acquisition strategies and packages for services, supplies and equipment Oversees, analyzes, and develops strategies to effectively manage the status of on hand supplies within all VISN sites of care Oversees compliance with the Medical/Surgical Prime Vendor (MSPV) contract by VA HCS within the Network. Support for the VISN level equipment program, to include strategic planning and acquisition. Assists the CSCO's team in organizing and facilitating acquisition of resources and distribution of supplies, equipment, and other services needed to support VISN response and recovery efforts for VISN facilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am - 4:00pm Compressed/Flexible: Not Available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: Specialized Experience GS-12: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Supply Management Specialist at the full performance level (GS-12), and that is typically in or related to the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the Federal service. Specialized experience is experience such as clearly understand commodity standardization as it relates to VISN financial, business, capital asset management, clinical, or administrative operations. To properly perform these functions, the NESA must possess an in-depth knowledge of continuous quality improvement concepts and practices, including theory of constraints, lean management and six sigma. This knowledge and skill will be used for key decision making and policy development for complex process improvements related VHA strategic sourcing initiatives. This includes planning, organizing, and directing studies to develop long-range (i.e., 5-10 years) studies and forecasts. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. Long hours, excessive travel and quick turn-around may require some physical exertion. However, generally no special physical demands are required to perform the work.
