This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction Office (CWMD). CWMD's mission is to develop strategies to protect the country from threats.
This position serves as the Associate Deputy Assistant Secretary (ADAS) of the Systems Support Directorate of CWMD. Incumbent provides management and oversight of the workforce within acquisition, test & evaluation, and research & development.
Non-BU: This is a non-bargaining unit position.
Duties
As a PROGRAM MANAGER, GS-0340-15, your typical work assignments may include:
Oversee the management of research and development, test and evaluation, and acquisition efforts.
Provide oversight and guidance of the development and acquisition of program plans, contracting activities, and budget planning and execution to include the full multiyear planning cycle.
Provide leadership and advice to program office and directorate leadership for the management of multiple and/or complex research and development, test and evaluation, and acquisition programs, to include contract administration, financial management and budget preparation.
Execute the full range of supervisory duties typically associated with first- and second-level supervision to include, but not limited to, time and attendance, leave management, performance evaluations, training management, resolving conflicts and grievances, staffing and recruitment, and furthering the goals of equal employment opportunity (EEO).

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
Performing oversight or review of very broad extensive acquisition programs and associated activities.
Providing technical and administrative direction of employees.
Performing oversight or review of test and evaluation OR research and development activities.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
