The primary purpose of this position is to make complete travel arrangements for PCS, TDY, Space Available, Duty Passengers and Emergency Leave for military and civilian personnel, group travel, patients, dependents, contractors, remains of deceased personnel, escorts, prisoners, foreign students, etc. to include developing itineraries, selecting modes and routings.
Duties
Performs duties as a Passenger Service Representative. Determines passenger travel eligibility using DoD guidance for Air Transportation Eligibility and the DoD Foreign Clearance Guide.
Operates electric, gasoline, LPG, or diesel-powered Material Handling Equipment capable of lifting loads weighing up to 60,000 pounds as high as 237 inches to accomplish aircraft cargo loading duties.
Determines routing and plans itineraries using most appropriate, economical, and advantageous routes and modes consistent with mission requirements.
Conducts group and individual counseling briefing sessions. Advises personnel on transportation rules, regulations, and entitlements.
Reviews and verifies travel authorizations. Approves/Disapproves Commercial Transportation Office (CTO) routings.

- The work requires the employee to drive motor vehicles and equipment. An appropriate and valid driver?s license is required for the position.
- May work with hazardous materials; must acquire hazardous material certification authority by successfully completing Hazardous Cargo Preparer Course within 60 days of duty assignment and maintain required proficiency.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Position requires the ability to discern colors, contrast, and depth. A pre-employment physical is required.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- May be required to travel TDY, sometimes on short notice, including overnight stays, by military or commercial aircraft or by any other designated means.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must be able to obtain and maintain the appropriate security clearance.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Serie, 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of transportation rules, procedures, or operations governing entitlements and documentation requirements for domestic or foreign travel to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to official government travel. Knowledge of extensive and diverse regulations governing a wide variety of types of passenger travel to make arrangements, provide advice, or perform other work that requires authoritative procedural knowledge of various travel policies or laws. Knowledge of transportation instructions and regulations that relate to the movement of personnel using a wide range of different methods of travel.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of an extensive body of transportation regulations, methods, and practices to perform a wide variety of passenger and cargo transportation assignments utilizing the Federal Travel Directory, Air Mobility Command (AMC) Reservations System, Global Air Transportation Execution System (GATES), and commercial surface carriers to arrange different kinds or combinations of modes of transportation.
Knowledge of various types of passenger travel categories, entitlements, travel policies, and documentation requirements to arrange commercial, government-owned, or contracted domestic and foreign travel governing official, unofficial, military, and civilian travel; AMC-controlled aircraft baggage and security procedures.
Knowledge of operating one or more material handling and passenger vehicles with a capacity of up to 60,000 pounds and a lift of up to 237 inches; to perform required operator and preventive maintenance services and to report problems, mechanical defects, and other improper conditions to the supervisor, without more than normal supervision; safely operating forklift trucks to move, stack, unstack, load, and unload materials in and about warehouses, storage areas, loading docks, and vehicles.
Knowledge of proper handling and aircraft loading/unloading of general, sensitive, and hazardous cargo in addition to transportation restrictions, certification requirements, and procedures pertaining to hazardous cargo, labeling, and placards to include deviations and exceptions. Knowledge of safety rules and regulations to minimize safety violations and injuries.
Skill in operating various office automated software programs, tools, and techniques to execute reports and travel documents.
Ability to communicate effectively in English, both orally and in writing; perform simple mathematical computations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
