This position is located in the Bureaus of European and Eurasian Affairs and International Organization Affairs, Office of the Executive Director, Post Management Division (EUR-IO/EX/PMO). The incumbents provides temporary duty either domestically or overseas and serves as a expert staff consultant and advisor to EUR, IO, and/or other client organization's leadership and staff on the full range of complex Human Capital Management (HCM) issues within the assigned portfolio.
Duties
Ensures management is appropriately informed not only on the issues at hand, but also on the interests and objectives of other groups or participants,
Provides expert advice to senior-level management on all aspects of post personnel and/or administrative issues.
Prepares a wide range of position papers, policy analyses, white papers, and other documents requiring comprehensive research that address a broad range of complex and potentially controversial issues.
Develops and coordinates Bureau opinions and feedback on new or modified regulations and presents/vets them with departmental policy officials.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience conducting analysis on a wide range of Human Capital Management (HCM) issues and initiatives.
-Experience conducting complex policy studies that impact CS, FS, SES and/or Excepted Service personnel systems.
There is no substitute of education for specialized experience for the GS-14 position.
