This position is located in the Bureaus of European and Eurasian Affairs and International Organization Affairs, Office of the Executive Director, Post Management Division (EUR-IO/EX/PMO). The incumbents provides temporary duty coverage either domestically or overseas as an Administrative Officer, with overall responsibility for providing expert advice, oversight, and day-to-day operational support on a wide range of financial management, and human resources.
Duties
Negotiates administrative support agreements with other USG agencies served by the organization; and resolves complex and/or controversial issues in the assigned portfolio.
Researches problems and solutions and advises senior management on courses of action that would improve operations.
Liaises with overseas populations, stakeholder organizations, embassy and post officials, and client agencies to coordinate operations and work out mutual problems.
Assists chiefs in determining their personnel needs for new projects, programs, and mission taskings.
Advises managers and supervisors on staffing and placement, position classification/management, benefits, awards, employee/labor relations, leave, training, and other issues and resolves complex issues that cross-cut HR functions.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience planning work and ensuring coordination of effort in an administrative setting on a daily basis.
-Experience establishing internal control systems to safeguard against waste, loss and misappropriation of physical and human resources.
-Experience liaising with stakeholders, embassies, and/or post officials to coordinate operations.
There is no substitute of education for specialized experience for the GS-14 position.
