This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with Galveston District, Engineering & Construction Division located in Galveston, Texas.
This position may be selected at either the GS-07 or GS-09 level. If selected at the GS-07 level, applicant may be promoted to the GS-09 level without further competition.
Duties
Plan surveys, incorporating safety precautions and equipment operations.
Monitor the data being collected for accuracy and quality, interpret the data to locate dangers to navigation and areas of shoaling, and resurvey areas that had errors.
Collect sound velocity profile casts, maintains safety standards, maintains a survey log, and notifies supervisor of any deviations to the survey plan.
Conducts hydrographic surveys and independently performs a variety of duties required to survey one or more major navigation channels in support of planning, design, construction, and maintenance of navigation projects.
Utilize electronic data gathering equipment including, but not limited to, single beam, sidescan, and multibeam sonars, and LiDAR equipment.
Perform the installation, maintenance, modification, inspection, and testing of complex data acquisition systems installed onboard a launch.
Operate medium to heavy duty truck, 1 ton or larger pickup trucks towing trailers weighing up to 15,000lbs.
Assist in the operation of the survey vessels.
Manage and/or perform all operators' maintenance on vehicles, and surveying and depth sounding equipment.
Assist captain with basic boat maintenance and help track scheduled and unscheduled maintenance repair records for boats, motors, and other equipment.
Prepares tabulations of quantities based upon surveys taken to support preparation of plans and specifications, pay estimates, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a state issued driver's license.
- Pre-employment physical required.
- Must be able to obtain a Boat Operator's Certification. Training will be provided once employed.
- This is a mission essential position that requires the incumbent to be available to report to work and remain at work during an emergency situation.
- This position is covered by the civilian drug abuse testing program. Must complete pre-employment and random drug testing.
- Must be able to obtain and maintain a "Class A CDL" within 12 months.

Specialized Experience:
GS-07
One year of specialized experience which includes; 1.) Experience assisting in the collection and processing of hydrographic survey data on a boat; AND 2.) Experience operating computerized/electronic equipment for surveys such as a singlebeam, multibeam, or sidescan sonars, or equivalent. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09
1) Collecting hydrographic survey data to be used for navigational charts, dredging operations, determining shoal areas, and locating dangers to vessels AND 2) Calibrating hydrographic survey systems and equipment such as single beam and multi-transducer systems AND 3) Calculating dredge quantities using a variety of methods and programs such as average end area or surface to surface.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08) or equivalent.

Education: One and a half years of graduate level education in a field directly related to the work of the position, such as surveying, engineering, construction, or industrial technology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
