This position is located in the Bureaus of European and Eurasian Affairs and International Organization Affairs, Office of the Executive Director, Post Management Division (EUR-IO/EX/PMO). The incumbent provides temporary duty coverage as a secretary to a Division, Director, Officer in Charge, or equivalent, either domestically or overseas.
Duties
Exercises personal discretion in establishing priorities accepting or declining invitations on own initiative and in accordance with protocol requirements.
Coordinates meeting locations, dates, participants, and agendas; research background information; and provides information to meeting participants.
Organizes last-minute meetings and social or informational events; prepares guest lists, issues invitations and follows up on RSVPs; maintains detailed records of official functions and events; and handles administrative responsibilities.
Assists in briefing new and supporting visiting staff members; and backstops task force efforts as required.
Maintains a sophisticated correspondence tracking and records management system to ensure that deadlines are met; assignments are completed; and records are appropriately stored.
Evaluates office automation needs and suggests off-the-shelf solutions or participates in documenting the requirements for developing a specialized application.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-07 grade level must have at least 1 full year of specialized experience equivalent to the GS-06 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience performing clerical and administrative office support functions (i.e., preparing correspondence, arranging official travel, time and attendance, scheduling appointments, maintaining records, etc.)
-Experience planning, coordinating and establishing a tracking system to monitor action items.
-Experience planning travel arrangements (i.e. travel, vouchers, reservations, etc).
AND
Must be able to type a minimum of 40 wpm with no more than 3 errors. Note: Individuals may be required to take a typing exam.
Education Substitution: As a general rule, education is not creditable at this level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
