The FRTIB is looking for a highly qualified and motivated individual to serve as a Data Scientist. This Job Opportunity Announcement (JOA) may be used to fill other Data Scientist, GS-1560-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Duties

As a Data Scientist you will be responsible for structuring a data analysis program to compile, analyze, and interpret Thrift Savings Plan data to provide meaningful information that supports measuring performance, identifying continuous improvements, and developing strategic initiatives. Typical assignments include: Serves as a recognized expert and technical authority on analytical, statistical, and programming techniques necessary to collect, organize, analyze, and interpret unique and highly specialized data sets, which allows for the use and analysis of data and analytics for FRTIB decision-making. Codes with languages such as python or R and uses SQL and other data processing and analytics tools and software to analyze data sets and uses data visualization tools such as MS Power BI, Tableau, MS Excel, and others to generate reports and develop compelling stories that convey statistical or technical information to non-technical audiences. Leads or consults with cross-functional teams to develop data-driven solutions that address business and user challenges while providing technical direction to junior analysts and reviews work for technical and methodological accuracy. Provides technical expertise, leadership, and support to all FRTIB offices and governance bodies such as: OTS Portfolio Working Group (OPWG), Data Team, Technical Advisory Committee (TAC), Deputy Leadership Council (DLC), Executive Leadership Council (ELC) to ensure maximum achievement of product and program objectives. Also, by providing an understanding of business processes, gather requirements, develop analysis methodologies, and coordinate ongoing iterative development of data products and analytic processes. Identifies data that are available and relevant, including internal and external data sources, leveraging new automated data collection processes and performing all phases of the systems development life cycle required in the design, development, and implementation of features enabling data access. Ensures compliance with all applicable laws and regulations specific to data including the Privacy Act, Foundations for Evidence-based Policymaking Act and the Federal Employees' Retirement System Act. To qualify for this position, applicants must meet the Basic Experience and Specialized Experience as described below. Basic Experience: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: You must have one year of specialized experience equivalent to GS-13 grade level which involves experience with a defined contribution retirement plan on the operational functions, activities, or casework pertaining to one or more of the following: providing direction, interpretation, and guidance on data analysis programs to compile, analyze, and interpreting retirement plan data to provide meaningful information that supports measuring performance, identifying continuous improvements, and developing strategic initiatives. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education
