This position is in the Pipeline and Hazardous Materials Safety Administration, Office of Pipeline Safety , Deputy Associate Administrator for Field Operations; Operations and Standards Review Division. You will provide direct support to the Community Liaison Services program.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience identifying and analyzing emerging pipeline risks to identify challenges, develop alternatives or solutions, make recommendations, and plan safety initiatives and outreach programs to mitigate risks to pipelines and pipeline facilities. Experience representing an organization on committees, working groups, teams, conference panels, and other meetings by developing and delivering communication messages and materials, and building relationships and partnerships with internal and external stakeholders. Experience planning and facilitating local stakeholder meetings and conferences and developing outreach initiatives that strengthen pipeline safety and reduce risks to pipelines. Experience providing community assistance and technical/safety expertise on key issues to stakeholders by responding to public inquiries, and effectively communicating pipeline safety initiatives and challenges. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Oral & Written Communication: Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience. Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
