About the Position: This position is located in Fort Sam Houston, Texas with the Army Contracting Command Mission & Installation Contracting Command (MICC).
Mission: Deliver ready, decisive, and synchronized business solutions and contracting support to the Army enterprise.
Vision: Operationalized support focused to enable and sustain the Globally Dominant Land Force.
Duties
Serve as the Quality Assurance Evaluator for the Installation Contracting Offices Quality Surveillance Program on a variety of contracts.
Conduct surveillance inspection of services provided by contractors to ensure compliance with quality assurance plans and to identify inadequacies in areas for improvement.
Interpret and analyze contractual requirements and specifications to determine the best and most efficient methods to be employed by the government in evaluating contractor level of performance.
Develop various quality assurance training with emphasis on work procedures and techniques.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
- This position has a Temporary Duty (TDY) or business travel requirement of Occasional Travel 25% or less of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires a Government vehicle operators license or the employee must be able to obtain and maintain a Government vehicle operators license.
- Commensurate with mission requirements, the employee can be required to work irregular duty hours to include working nights, weekends, and holidays.

Specialized Experience: One year of specialized experience which includes: 1) Reviewing written quality or inspection procedures for adequacy; 2) Conducting inspections of services provided by contractors to ensure terms and conditions of the contracts are in compliance; 3) Assisting with the development of quality assurance operating procedures; AND 4) Developing and/or scheduling and/or conducting various types of quality assurances training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
