This position is in the Construction Branch within a Federal Lands Highway (FLH) Division, Federal Highway Administration (FHWA) of the Department of Transportation (DOT) located in a field Regional Project Office (RPO). The incumbent serves as the senior specialist/advisor for the Division’s quality management system that supports the execution of construction projects work. The projects occur primarily on Federal Lands managed by other Federal agencies and include a multi-state area.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade. For the GS-13:You must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
Experience coordinating a quality management system to support the execution of construction projects work; AND
Experience improving quality management procedures and plans; AND
Experience coordinating with partners and project stakeholders in order to resolve issues related to highway construction projects.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards.
Building and Construction - Knowledge of materials, methods, and the tools to construct objects, structures, and buildings.
Oral Communication - Expresses information (for example, ideas, or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
