The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager; it is not a continuing position, assignment duration is NTE 36 months.

Duties

DUTY 1 Performs Career Broadening assignments/duties; perform a range of medical support functions and tasks including finance programming, manpower coordination, basing activities, and civilian human resource duties to support occupations at the MAJCOM or Department of Air Force levels. DUTY 2 In a Career Broadening capacity, supports AFMC Surgeon (AFMC/SG) manpower requirements through management of the Individual Mobilization Augmentee (IMA) and Military Personnel Appropriations (MPA) programs and serves as the MAJCOM Program Element Monitor (PEM) for five Line of the Air Force Medical Readiness Programs. DUTY 3 Provides in-depth analytical support to AFMC/SG's medical programming processes and procedures. DUTY 4 Provides consultation to AFMC/SG's medical readiness program requirements in concert with the Air Force Medical Readiness Agency (AFMRA) and DAF/SG. DUTY 5 Serves as Human Resources Liaison (HRL) for HQ AFMC/SG. DUTY 6 Provides administrative and budget execution support for the Directorate.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. SPECIAL PROVISION FOR INSERVICE PLACEMENT: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the USAF medical command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect the health care administration and professions to develop and execute complex studies that involve multiple locations, a variety of programs, and numerous issues. Expert knowledge of planning, programming, and budgeting principles, concepts, and methodologies, along with knowledge of quantitative and qualitative evaluative techniques used in program analysis to effectively analyze, evaluate, and formulate recommendations related to medical fiscal management, human resources management, and continuous process improvement. Advanced knowledge of management and organization principles and theories, including standardized administrative practices and procedures common to the administration and management of medical programs to address the unique problems arising in a complex military medical system. Advanced skill and ability in use of spreadsheet, graphics, and word processing software to generate reports, spreadsheets, and presentations of data. Skill and ability to interpret and implement MAJCOM, Air Force and DoD policies and procedures and to develop command wide regulations and operating instructions in the absence of defined guidelines sufficient to achieve an effective access program. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
