About the Position: Serve as a Supervisory Contract Specialist for the U.S. Army Mission and Installation Contracting Command (MICC) located at Fort Cavazos, Texas. THIS IS NOT A REMOTE POSITION - DUTY STATION IS FORT CAVAZOS, TEXAS. The following incentives MAY be offered. Duties

Serve as a senior advisor to commanders, directors, and other key officials on all aspects of contract acquisition and oversight. Participate in operational planning with top management and key operating officials in order to advise on the contracting implications of proposed management decisions and to recommend alternatives based on acquisition considerations. Direct preparation of solicitation documents, pre-proposal conferences, proposal evaluation, negotiation and competitive range determination. Plan, develop, and establish the contractual strategy for the overall acquisition program. Manage overall operations to include government property administration. Develop program metrics for the Division based on analysis of local operations and conducts periodic evaluations against those metrics. Implement performance efficiencies, promotes team building and improves business practices. Exercise independent judgment in resolving many complex contracting issues not adequately covered by existing regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires a written tenure agreement to remain in Federal service for at least three years upon entering this position.
  • You may be required to obtain and maintain a contracting warrant.
  • One supervisory year trial/probationary period may be required.
  • One year trial/probationary period may be required.
  • You may be expected to travel up to 25% for this position.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Leading a Contracting or Procurement office to include planning, organizing, and pre and post award contracting functions; 2) Reviewing solicitations, awards, contracts, and other procurement actions for compliance with applicable policies, regulations, and statutes; and 3) Influencing or motivating persons or groups to take actions related to advancing the fundamental goals and objectives of the contracting program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementContracting/ProcurementLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
