Duties
Serves as an administrator and advisor to the Operating Unit (OU) Competitions manager to design, implement and refine the administrative functions across the financial assistance competitions and awards cycle. Administrative contributor to the formulation of work plans to ensure they are conducted according to established timelines and comply with all applicable regulations guiding the competitive awards process. Works independently to gather needed context for administrative processes to develop protocols, templates, and other efficiency measures that reflect best practices and institutional preferences for conducting and documenting outcomes for competitions for financial assistance awards. Responsible for all stages of the competitions administrative process, including: management of communications and information access for the administrative, merit review and award announcement phases of competitions, conducting administrative review of proposals to ensure completeness and compliance of proposals received, arranging site visits, debriefings and all related tasks needed to formally close out competitions. Represents the program to other staff within OAM, with other NIST Offices, with external applicants and reviewers, and other agencies on administrative matters.

Qualifications
Basic Requirements:
Applicants must have one year of specialized experience equivalent to at least the GS-7 level (ZA-I at NIST) in the federal service. Specialized experience is defined as experience demonstrated clarity and accuracy in written communications. Experience using secure file-sharing systems and information management systems to support collaboration and documentation needs. Experience in planning logistics for meetings, workshops, or other events with external stakeholders.
OR
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
Equivalent combination of education and experience.
