The VA Greater Los Angeles Healthcare System (VAGLAHS) is recruiting for a Chief of Quality Management Service. This position reports to the Medical Center Director and is responsible for establishing, maintaining and providing quality management oversight for the delivery of clinical, administrative, education, research and leadership practice areas/accountability. Member of the Executive Leadership team within the largest most complex 1A multi-site health care system.

The VA Medical Center is in West Los Angeles, California and currently supports two Ambulatory Care Centers (ACCs) and 8 Community Based Outpatient Clinics (CBOCs) across the 20,000 square mile catchment area. GLAHS operates on an annual budget of over $1 billion dollars, employs approximately 5,000 employees, and operates 1,040 beds. Annually, GLAHS has approximately 1.3 million outpatient visits, treats over 8,000 inpatients, and cares for almost 87,000 enrolled unique patients. GLAHS also offers many specialty services and is known for its Homeless Program Center of Excellence, Patient Centered Care Center of Innovation, Integrative Health and Healing, and for Mental Illness Research Education and Clinical Center (MIRECC), Geriatric Research Education and Clinical Center(GRECC) and Parkinson's Disease Research Education and Clinical Center(PADRECC). The Chief of Quality Management Service executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care, and responsibility for outcomes. This includes oversight in planning, organizing, directing, controlling and evaluation of a comprehensive Quality, Safety, and Value Department in a complex healthcare system. Ensures compliance with the Office of Inspector General (OIG), The Joint Commission, and the Department of Veterans Affairs' policies, guidelines, standards, and regulations, as well as, regulations and criteria from other outside agencies. Responsible for supervising, managing, and directing the healthcare system programs and staff that includes: Risk Management, Patient Safety,Infection Prevention and Control, Systems Redesign, Clinical Applications, Safe Patient Handling, Quality Management, and Medical Center Memorandum process. Coordinates and collaborate performance improvement activities and processes utilizing lean tools and principles. Actively participate in data collection, interpretation, and analysis for the purpose of sharing compliance data to patients, staff, outside agencies, and visitors. The incumbent assures compliance with readiness for TJC survey and other on-site reviews/surveys. He/she should be self-directed and proactive in identifying opportunities for developing, implementing, and managing programs and performance improvement activities. The incumbent works collectively with other Service Chiefs to provide education, consultation, and guidance individually or as a whole regarding performance improvement activities and methodology, regulatory or accrediting agency compliance, reporting systems, databases (Pyramid Analytics, VSSC, etc.) . The Service Chief is responsible for administrative functions of their assigned programs. Must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Work Schedule: Monday - Friday, 7:30 am to 4:00 pm

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status. Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Approximately five years of successful experience as a practicing physician, three of which includes progressive leadership/management positions. Demonstrated professional and leadership experience in programs or settings at the unit level or another area with sufficient impact, scope and complexity. The ability to communicate effectively, both orally and in writing, with professional, administrative, and technical staff at all levels. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position involves considerable amount of standing, walking, stooping, bending, reaching, lifting, and turning. It may require assisting or supervising staff with restraining confused clients, repositioning patients, assisting with transfers from wheelchairs/stretchers and transporting them to other departments or facilities. Mechanical devices are available and are required to be used for heavy or difficult to lift clients. The work may involve pushing or lifting in excess of 50 pounds and going up and down flights of stairs. The position requires the incumbent to work forperiods of time with arms above shoulder level or with neck in a fully flexed or extended position and the ability to physically control or defend against emotionally ill clients. The position also requires ability to work on computers for extended periods of time.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
