You will serve as a Contract Specialist in the Contracting Department of NAVFAC SOUTHWEST, Resident Officer In Charge of Construction (ROICC) located at Travis Air Force Base, CA. Salary Range for GS-11 $85,508 - $111,157 Salary Range for GS-12 $102,489 - $133,236

Duties

You will develop and recommend the most suitable type of contract and incentive structure for use by the contracting officer. You will counsel small and disadvantaged business firms on opportunities and procedures for obtaining Federal contracts. You will analyze and evaluate cost and pricing data to determine cost or price reasonableness. You will provide assistance to technical specialists in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria. You will perform both pre award and post award functions relating to the planning, development, advertisement, award, and administration of contracts for the procurement of supplies and services.

Qualifications

To qualify for GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing contractual procurement and administration services with responsibility for Pre-Award and Post-Award functions; 2) Understanding negotiation techniques to negotiate procurement of supplies and services; 3) Using technical and financial reports to execute settlement agreements relating to contract termination or claims problems; and 4) Interpreting contract administration principles, policies, regulations, practices, and procedures. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
