This position serves as the program manager in FLREA (Federal Land Recreation Enhancement Authority) Transportation Fee Collection and serves as the Revenue and Fee Business Manager. The incumbent's time is allocated to a variety of special assignments or to revenue and fee collection duties. The purpose of this position is to provide oversight and financial management of the Park's Recreation and Transportation Fee collection programs as well as other non-appropriated revenue programs.
Duties
Provides leadership, program direction, and expert technical advice to park management on all matters concerning co11ection of FLREA and Transportation fees within the park, including entrance fees, expanded amenity fees, and annual passes. Develops and tracks recreation and transportation fee program revenue forecasts.
Develops, negotiates and administers fee management agreements and fee collection contracts with multiple partners and for different sites administered by the park.
Establishes recommendations for cost-of-collection funding level for Park staffing and operational costs consistent with law and policy.
Oversees Park cost recovery programs as assigned, including Commercial Use Authorizations. Historic Leasing and Concession programs.
The incumbent negotiates and administers leasing for historic structures according to guidelines found in Director's Order#38, Real Property Leasing, to obtain rent revenue for the park and encourage uses that support park management objectives.

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: Possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience includes the following: Utilizing a thorough understanding of finance, accounting, financial controls, financial reporting direction and procedures, and methods for cost analysis to fulfill forecasting and budgetary responsibilities; organizing, managing, analyzing, and presenting complex financial information using computer software applications involving spreadsheet analysis and database creation and utilization; applying extensive knowledge of laws, regulations, policies, and guidelines related to recreation fees and cost recovery in order to provide expert advice; developing implementation plans and procedures and ensuring accountability and program compliance reporting requirements. You must include hours per week worked.
