Duties

Major Duties:
This position serves as the Assistant Chief of Fiscal Services for the Ralph H. Johnson VA Health Care System (RHJVHCS), providing assistance, advice and consultation to the Chief Financial Officer on all matters related to budgetary and accounts management for the medical center.
Makes the necessary determination as to the proper accounting, statistical or fiscal/administrative procedures and techniques that will be employed to meet customer expectations.
Works jointly and in conjunction with the Chief Financial Officer (CFO) and Budget staff in the formulation, development, preparation, execution, monitoring and adjustment of annual budget plans and in administering the medical center's financial management program.
Responsible for maintaining an automated and fully integrated system of financial staff services which contributes to the effective management and control of medical center operations in such areas as accounting, budgeting, travel, financial analysis, payroll, agent cashier, audit, and reporting.
Assists the CFO in carrying out the duties and responsibilities for all the technical processes of budget formulation, development, review, and execution which entails planning, coordinating, monitoring, and controlling expenditures.
Actively participates in, supports, and provides training and communications supportive of all EEO program objectives and provides a role model for all customer contacts.
During the absence of the CFO the incumbent serves as the Acting CFO having responsibility for the full range and scope of CFO duties. Incumbent is responsible for reviewing, analyzing, training, service support for data collection and reporting and communication of data to services in various formats.
Serves as the full operating assistant to the Chief Financial Officer (CFO). The incumbent executes the organizational structure of the service as defined by the CFO.
Ensures that guidelines, performance standards, work review and reporting requirements are implemented and completed appropriately.
Recommends selection, evaluation, initiation of promotion, adverse and other personnel actions for the members of the service; and selects, supervises, and performs all supervisory functions over the activities of subordinates.
Responsible for the following activities for employees that s/he directly supervises leave approval, performance management, planning and establishing service activities and a full range of supervisory functions not limited to the above outlined.
Assists in fostering a partnership environment with the service for decisions related to service projects, hearing/resolving subordinates' complaints, taking disciplinary actions, identifying developmental and training needs of employees, establishing long-term and short-term goals for the service and approving expenses and awards.
Performs all duties as assigned.

Physical Requirements: The subject position is primarily of an administrative nature in an office setting; however, there is periodic walking, standing, bending, carrying of light items. Incumbent will spend a significant portion of their day utilizing a personal computer, including a keyboard and mouse, and a telephone.
Qualifications
Individual Occupational Requirements (Basic Requirements)
Possess a Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."). (TRANSCRIPTS REQUIRED) OR
Possess a Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement as stated above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirements above, you must possess the minimum qualifications requirements below.
For GS-13:
Possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of (GS-12) in Federal service. Specialized experience is monitoring detailed budget forecasts and planning funding for the substantive agency health medical programs; establishing financial and budgetary goals against which the relative costs and benefits of program achievements can be measured; recommending of long-range budget forecasting and monitoring their execution for assigned programs and recommending ways to improve the utilization of funds.
