The Employee Benefits Security Administration (EBSA) is committed to educating and assisting the millions of workers, retirees, and their families covered by private retirement plans, health plans, and other welfare benefit plans as well as plan sponsors and members of the employee benefits community. This position is Inside the bargaining unit.

Duties

Manages mission driven projects or portions of projects. Determines required resources; identifies and analyzes issues, problems, best practices, and challenges for the project; formulates and evaluates possible courses of action; draws conclusions based on relevant facts and recommends solutions. Conducts fact-finding research, analyzes data, and prepares and presents findings and recommendations. Compiles and analyzes data and prepares administrative and/or program reports. Reports may encompass workforce, programmatic, mission-oriented, and/or organizational issues. Keeps abreast of developments in employee benefit plans and programs within the Department and the executive and legislative branches. Provides other staff and officials with summaries and analyses of relevant developments in the employee benefit plan area. Performs other duties as assigned.

  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Driver's License Requested/Preferred.

Qualifications

You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Employee Benefits Specialist, as described below. For GS-7: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-5 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized Experience details updating information in various databases and preparation of reports. Experience with research and writing, oral communication and group presentations. OR 1 full year of graduate level education; if related; OR Superior academic achievement (S.A.A); information regarding S.A.A can be found in OPM's General Schedule Qualification Policies. S.A.A. is based on a qualifying Bachelor's Degree and (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (external link).
