The Supervisory Medical Supply Technician in the Sterile Processing Service (SPS) Assistant Chief functions as a first-level supervisor responsible for the oversight of a group of MSTs, with administrative responsibility for planning and directing the work.

Ability to perform a full range of supervisory duties, including assigning, planning, and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. Ability to evaluate new products and equipment, develop options, and make recommendations. Ability to manage, interpret, and present fiscal data (i.e., fund controls, contracts, and equipment expenditures), forecast resource and equipment needs and administer an allocated budget Modifies workflow processes and auditing functions as necessary to improve performance, productivity, and customer service. Ensures that work unit activities, productivity and quality indicators are tracked and documented. Schedules, supervises, and evaluates the work of assigned staff engaged in sterilizing/processing/equipment/supplies and in setting up surgical instrument trays in accordance with established procedures. Assists in identifying adequate staffing levels for appropriate coverage to meet budgetary and operational objectives. Adjust staffing as needed during shifts to meet departmental needs. Interview candidates for vacant positions in SPS and makes recommendations for appointment, promotion, or reassignment to full the positions. Orients employees and hold regular staff meeting. Develops and delivers ongoing staff education. Approves time cards, communicates performance standards, and evaluates performance. Counsel employees, providing constructive feedback and recognizing results achieved. Participates in performance management activities. Interprets and ensures compliance with applicable regulatory agreements both internal arid external to include standards and requirements Receives and reviews audits and survey/report findings to determine appropriate changes or corrective action required. Keeps abreast of changing regulatory requirements/regulations and competitive industry practices impacting assigned functions, including organizational initiatives/changes; monitors impact on existing activities and identifies/implements effective response solutions while maintaining acceptable service levels and work quality. Monitors and assess current operation/services to identify opportunities and provides recommendation to Chief of Sterile Processing for performance/process improvements initiatives. Monitors and assures compliance with safety, regulatory, sterility standards, and inventory control procedures. Implements changes and ensures staff receives the necessary training. Addresses any conflicts and disputes among the staff to ensure a positive Work environment and establish teamwork, the "I Care Values" as well as the overall VA mission. Holds employees accountable for performance and behavior and ensures that the department conducts and effective and equitable performance management and recognition program. Provides fair, principled, decisive leadership to SPS employees inspiring a climate of productivity, effectiveness, and high morale. Identifies, develops, and implements alternative and innovative initiatives, practices, and procedures to improve operations. Communicates regularly with facility staff representatives and other facility leaders on issues related to SPS or Service priorities, mandates, directives, and other issues, which require coordination and/or communication. Serves on Service Line or facility committees, councils, or task groups, and actively participates in the initiatives of the group. Fosters internal and external customer service relationships with supervisors, coworkers, and others in the organization. Ensures that complaints from internal or external customers are received; investigated, resolved, or corrective action initiated. Reports to the Chief of SPS and manages the department in their absence. Adheres to SPS VHA Directive 1116 and the guidelines of (AAMI, AORN, IAHCSMM, JACHO, OSHA, FDA, CDC, etc.}, directives, and VA policies. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and/or Education: (1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or (2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room surgical technician courses or other courses related to the position; or (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification: None. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-9 Requirements Experience: One year of experience equivalent to the next lower grade level. Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to plan and project staffing needs and requirements. (d) Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. (e) Ability to perform a full range of supervisory duties, including assigning, planning, and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. (f) Ability to evaluate new products and equipment, develop options, and make recommendations. (g) Ability to manage, interpret, and present fiscal data (i.e., fund controls, contracts, and equipment expenditures), forecast resource and equipment needs and administer an allocated budget. Preferred Experience: 3-4 years of Sterile Processing Service with preference given to those with management/supervisory experience. International Association of Healthcare Central Service Materiel Management (IAHCSMM) Certification and/or VHA SPS Level 2 Certification References: VA Handbook 5005/76, Part II Appendix G47, Medical Supply Technician (Sterile Processing) Qualification Standard. This can be found in the local Human Resources Office. The full performance level of this vacancy is GS-9. The actual grade at which an applicant may be selected for this vacancy is GS-9. Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items.
