Duties
The incumbent is responsible for assisting in preparing, evaluating and conducting biological analyses of land and water resource projects and permit applications to ensure compliance with appropriate federal law.
Ensure that impacts to aquatic habitats are properly mitigated and performs this work by considering the conservation, and the restoration objectives of the ecological conditions of fish and other aquatic species environments.
The incumbent works closely with senior specialists in coordinating and consulting with local Tribal, State, special interest groups and other federal agencies concerned with the proper protection and conservation of aquatic and fish habitats.
Participates in monitoring on-going aquatic habitat development projects and the implementation of new projects and provides basic input to interdisciplinary reports, environmental assessments, and protective stipulations for aquatic life.
Participates in monitoring and surveying sensitive aquatic species and their habitats and evaluates and reports changes in habitat status. Assists in the development, implementation, and maintenance of resource management plans.

Basic Education Requirement:
Degree: major in biological science that included:
At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and
At least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.)
OR
Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.
If using education to qualify, you must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university. See Required Documents section for more information.
GS-07: In addition to meeting the education requirement above, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: study and analyze fish habitats and the effects of environmental pollutions, parasites and diseases; provides reports including various interdisciplinary reports, assessments and protective recommendations for aquatic life with special status; participate in surveying for at-risk aquatic species and their habitats; assists other specialists in the development of resource management plans. OR 1 year of progressively higher graduate level education leading to a master's degree OR A combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
GS-09: In addition to meeting the education requirement above, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: study and analyze fish habitats and the effects of environmental pollutions, parasites and diseases; provides reports including various interdisciplinary reports, assessments and protective recommendations for aquatic life with special status; participate in surveying for at-risk aquatic species and their habitats; assists other specialists in the development of resource management plans. OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree OR A combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
GS-11: In addition to meeting the education requirement above, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: study and analyze fish habitats and the effects of environmental pollutions, parasites and diseases; provides reports including various interdisciplinary reports, assessments and protective recommendations for aquatic life with special status; participate in surveying for at-risk aquatic species and their habitats; assists other specialists in the development of resource management plans. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or PH.D. or equivalent doctoral degree OR A combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The individual works in an office setting at this level, however, in order to gather samples and complete monitoring activities, the individual may be frequently required to walk or ride vehicles over rough terrain, perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such equipment and samples.
Work Environment: The work is performed in an office setting. However, when necessary to complete the work, there is outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather. The incumbent may subjected to hostile wildlife, chemical and physical hazards.
