This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Civil Engineer on assigned engineering activities administered by the Area Office at United States Army Engineer District, Buffalo Technical Services Division, Operations Branch, Operations and Technical Support Section, Buffalo, New York 14207.
Duties
Provide technical support of an engineering, construction, or operations/maintenance nature.
Assists with the review and processing of Section 408 requests to alter civil work projects.
Inspects variety of civil works projects and facilities, identifies operations and maintenance requirements, and assists with engineering evaluations.
Provides support to the District Environmental Compliance program including participating in internal and external assessments, documenting findings, developing corrective actions and updating databases.
Supports accurate, complete, and timely Facilities and Equipment Maintenance (FEM) data entry to support predictive and preventive facility/asset maintenance and compliance with regulatory programs.
Support levee safety inspections, studies, and risk assessments for completed civil works structures (dams, levees, and other flood risk reduction projects) in the Inspection of Completed Works (ICW) Program.

GS-11: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Applying basic engineering theories, principles, and concepts to perform site evaluations and investigations to ensure construction was conducted in accordance with established contract specifications; 2) Assisting in the review of designs for compliance with established regulations and guidance; and 3) Reviewing plans, design, and specifications prepared by others for the improvement/alternation of existing or eventual construction of new facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Engineering Science or physics
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Maintaining effective working relationship with both internal and external customers to ensure successful project completion; 2) Reviewing and evaluating the work of team members and engineers project work; and 3) Ensuring that project reports, documents, contract plans, and specifications are following policies, regulations, or guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade/level GS-09 (or equivalent) for GS-11.
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade GS-11 (or equivalent) for GS-12.
Education
