About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the This position is located at the Joint Interagency Task Force South, Command Group, U.S. Southern Command, FL, 33040 CG.

Duties

Serves as a Contracting Specialist responsible for performing pre and post award functions for procurements involving supplies, services, and construction. Assignments include acquisition, administration, source selection, and surveillance of contracts. Preparation of documentation (market research report, acquisition strategy and plan, solicitation, records of negotiation, justifications). Monitor contractor performance and negotiate modifications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • During emergency situations will be required to perform "Mission Essential" duties as described in the Joint Interagency Task Force (JIATF) South Continuity of Operations Plan.
  • Up to 20% Temporary Duty Travel (TDY) may be required.

Basic Requirement for Contract Specialist: Degree: bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1. Conducting pre-award functions to include developing market research reports, cost/price analysis, negotiation; AND 2. Post-award functions which include exercising option periods, executing modifications, and closing out of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
