The Court Services Office (CSO) is seeking a self-motivated court programs specialist to work on court reporting program initiatives. This position is located in the Department of Program Services (DPS), Court Services Office (CSO), Programs Division (PD), Special Programs Branch (SPB), and will report to the Special Programs Branch Chief.
Duties
As a court programs specialist, the incumbent of this position will provide staff support for the Federal Judiciary's court reporting program and will be primarily responsible for assisting in developing and communicating court reporter policies and procedures, and the development and maintenance of court reporting projects.
The duties of the position may include, but are not limited to:
Drafting policy requirements, seeking input from appropriate stakeholders (such as Judicial Conference Committees, AO advisory councils and groups, and AO executive management), writing policy papers and agenda items for review by Judicial Conference committees, and developing manuals and other resource guides for use by court staff.
Updating the Guide to Judiciary Policy and other judiciary manuals and publications that pertain to policy and operational guidance on court reporting to ensure that guidance issued by the AO is consistent with statute, policy, and best practices.
Providing guidance and recommendations to court staff on issues related to the court reporting program remotely or through in-person court reporting management reviews.
Serving as primary staff to the AO's Court Reporters Advisory Group, including planning quarterly meetings, developing agendas and meeting materials, and helping the group execute appropriate recommendations.
Assisting AO staff in developing budgetary recommendations related to the court reporting program, including reviewing and approving budget requests for digital audio equipment.
Serving as the Contracting Officer's Representative (e.g., monitoring contractor performance, developing business requirements, creating statements of work and other procurement documents, etc.) for work supporting national software that aids court reporters in complying with statutory reporting requirements, and electronic sound recording software for courtrooms.
Developing training programs and materials on court reporting in coordination with other AO staff, the Court Reporters Advisory Group, and other stakeholders.
Representing the AO in various professional settings, including presentations to AO advisory councils and groups, Judicial Conference committees, and other decision-makers.
Providing program support and backup coverage as needed in the federal court interpreting program and other programs in CSO's Programs Division.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in (1) performing program management and policy development and (2) analyzing problems to identify significant factors, gather pertinent data, and recognize solutions.
