Position serve as a Human Resources Specialist with responsibility of providing specialized knowledge and assistance including management advisory functions in the areas of recruitment/placement, compensation pay, and employee benefits. Position reports to the Human Resources Director.

Duties

Provide internal/external placement services and recruitment services resolving problems of more than average difficulty for organizations characterized by hard-to-fill and one-of-a-kind positions (e.g. profession, administrative, or technical fields of work) and either a complex structure because of the nature of its mission or a highly dynamic and unstable one. Solves problems arising from the filling of highly specialized one-of-a-kind jobs, internal/external placement actions to retain and fully utilize employee skills, and the operation of a merit promotion program, except service examining plan, direct hiring authority and delegated examining for filling higher level jobs with very specialized requirements some of which are higher levels supervisory and managerial types. Process personnel actions, ensuring that each action meets the statutory, regulatory, and procedural requirements of OPM, DHHS, PHS and IHS using the agency automated system. Assure that actions upon which employee pay and benefits are based are processed correctly. Administer the Federal employee retirement, group life insurance, health benefits, Thrift Savings Plan, and injury compensation programs. Counsel management, employees and beneficiaries on program coverage, options, variances in coverage, and advantages and disadvantages of benefits. These duties are described at the full performance level (GS-11). The GS-7/9 level are developmental leading to such performance.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-7: Experience processing personnel actions and personnel action requests from management; basic experience in preparing vacancy announcements including mandatory information and instructions; assist applicants with on-line or automated application systems; receive and examine applications to make qualification analysis. GS-9: Developing vacancy announcements, determining applicant qualifications and eligibilities, code and process personnel actions, research and interpret a variety of civilian personnel regulations to resolve basic staffing issues and to provide advice and guidance to managers/supervisors, employees and applicants. GS-11: Providing consultation services to customers and managers related to recruiting, examining, selecting, placing and retention; apply laws, regulations, and procedures governing all aspects of pay administration, knowledge of pay rates and systems; experience with human capital or personnel systems to code, process, and track HR related measures; assuring all ranking decisions are properly and fully documented and supported by the applications. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Education

Education in lieu of experience:
GS-7: 1 full year of graduate level education or superior academic achievement.
GS-9: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
