The Federal Labor Relations Authority (FLRA) is looking for an outstanding attorney to head our Office of Legislative Affairs and Program Planning (OLAPP). This person will report directly to the Executive Director of the FLRA and be responsible for managing a wide range of agency programs related to legislative affairs, agency strategic planning and public and internal communications.
Duties
The Director of the Office of Legislative Affairs and Program Planning (OLAPP) is responsible for providing the overall managerial direction and control over the FLRA legislative affairs programs and initiatives, including providing legal advice to the Executive Director on proposed changes in law, policy, and regulation. The incumbent also is responsible for overseeing FLRA strategic planning and programming actions; maintaining visibility regarding public and internal communications; coordinating routine and special communications; ensuring accurate, useful, timely, synchronized, targeted communication; and providing continuous messaging to meet the needs of the situation. OLAPP's overall mission is to engage, inform and educate all FLRA stakeholders in support of the Agency's programs and initiatives to achieve its mission.
Qualifications
Applicant must be a licensed attorney in good standing and have at least five years of specialized experience at, or equivalent to, the GS-14 Federal grade level. Specialized experience is defined as: Extensive knowledge of legislative affairs principles, methods, practices, techniques, and analytical methods of communication in order to function as a technical authority when engaging in liaison activities with members of Congress and their staff. Specialized experience is also defined as having at least two years of experience on a Congressional Committee or Member's staff. Additionally, knowledge in the area of federal labor relations law is preferred.
Specific experience should include:
Coordinating the preparation of Congressional testimony and responses to Congressional inquiries regarding Agency matters.
Managing all media relations, media requests, and issuance of all press releases.
Supervising and/or preparing materials for speeches and other presentations to be delivered by the head of the organization or agency. Delivering speeches and making presentations as appropriate.
Developing and implementing organization communications strategies, including use of social media, designed to improve the organization's communications with a focus on key stakeholders.
Acting as a liaison with other professional organizations, federal agencies and academic institutions.
Providing supervision to a subordinate staff responsible for the organization's public or legislative affairs activities and establishing program objectives, work priorities and goals; assigns work and evaluates performance.
Assisting in the development and preparation of strategic and performance management plans and reports; to include short and long-term planning efforts for the organization or agency.
Assisting in the development and updating of organizational policies and procedures.
Managing the content of the organization's website, including message, structure, and content development. Managing organizations internal communication program.
Education
Professional legal education beyond the first professional law degree may be substituted for professional legal experience as follows:
- The second professional law degree (LL.M.) which requires one full year of graduate study may be substituted for one year of professional legal experience.
- The third professional law degree (S.J.D.) may be substituted for one additional year of professional legal experience.
Applicants must be a graduate of a school of law accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
