The candidate serves as the Assistant Director, Program Management Office to the Program Management Officer within Education Service under the Program Management Officer. Under the guidance of the Program Management Officer, the Assistant Director candidate provides oversight and leadership to the Governance & Integration, Business Architecture, Release & Configuration Management, Policy and Procedures, and Strategic Communications Teams, contributing to the mission of the Service.
Duties
Specific duties include:
Provides insight and guidance for contractors to support application development, maintenance and testing which includes input on the development of proposals, evaluation, and feedback on performance.
Oversees development of business requirements, rules, and data documentation. He/she directs the methods to accomplish project objectives, ensure VA policy, rules, developed software or applications support VBA business needs and documentation requirements.
Oversees the technical planning of new and enhanced applications, implementation, and management of the plans to ensure they support the overall mission of the business line. Utilizes modern management, automated processing techniques and applies knowledge of VA and VBA programs, organizations, and operations.
Proactively analyzes the business process, policy, data-related problems, effectively mitigating business, resource, and system risks while mentoring others in system analysis skills.
Supports ongoing day-to-day leadership on operations support matters, and acts for the Program Management Officer as designated, with full authority to commit Education to any course of action within program jurisdiction. Shares responsibility for setting and implementing procedures and on designing systems operations.
Serves as the primary advisor to the Program Management Officer on operation support issues to include business specifications, rollout strategies, and other non-technical aspects of the education systems.
Responsible for reporting progress, risks, mitigation strategies, and other issues affecting the successful completion of business plans and milestones related to Education. The candidate is responsible for coordinating the business line activities related to education systems. This includes the coordination with numerous senior leaders across the organization to include OBPI, OIT, PA&I, ORM, OFO and others.
Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees.
Sets performance standards and appraises work of employees. Identifies developmental and training needs of employees; provides and or arranges for needed development and training.
Hears and resolves grievances and complaints not resolved by subordinate supervisors and refers more serious grievances to higher authority with recommendations for resolution. Counsels employees on work and management policies.
Effects disciplinary action such as reprimands, admonishments, and suspensions less than 14 days, recommends other action in more serious cases.
Initiates personnel actions for recruitment, reassignment, promotion, reclassification, etc. Interviews and selects employees for vacant positions. Actively supports special programs such as EEO, safety, internal controls and similar.

Virtual: This is a virtual position. NOTE: This is not a remote position. This position will be located at a duty station in either Atlanta, GA, Buffalo, NY, Muskogee, OK, or Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Current employees of the St. Louis Regional Office are eligible to apply and remain at their current duty location. Telework for this position is available per agency and program policy

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-15 position you must have served 52 weeks at the GS-14 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: planning, directing, and coordinating Education programs; providing day-to-day direction to a staff ; researching, interpreting, and applying VA regulations to establish policies and procedures; identifies and solves critical or sensitive problems in personnel issues and provides recommendations to senior leadership; researching, interpreting, and applying VA policy and/or regulations to establish policies and procedures for a team of employees; writing policy and/or complex project management plans; formulating responses to congressional inquiries through white papers; conducting formal presentations to executive level decision-making official; developed operating plans; developed schedules and progress reports for employees.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
