You will serve as a PROGRAM ANALYST of NAVY MUNITIONS COMMAND, CONUS WEST DIV.
This position analyzes current and proposed administrative and operating programs to evaluate their actual or potential effectiveness in achieving objectives. You will identify, analyze, and make recommendations to resolve manpower problems related to organizational structure, manpower, and position management.
Duties
You will plan and conduct program analyses of aspects of current and projected operating programs for actual and potential effectiveness in achieving the detachment's strategic goals and objects.
You will apply methods and techniques of statistical, program and organizational analysis, work methods and standards, manpower utilization and control, and methods and procedures analysis of the organization to accomplish assigned projects.
You will provide organizational level advice and guidance related to staffing (civilian), position classifications, position management support, advice and counsel.
You will develop and maintain staffing plans and functional statement for the division at all sites and ensures that recruitment actions are in compliance with current staffing plan.
You will maintain and monitor integrated reporting systems affecting programs throughout the activity with functions and operations that are interrelated.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position requires the ability to lift and/or carry light/medium objects.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating organizational manpower requirements by utilizing program analysis techniques for identifying manning and personnel issues in order to recommend productivity and efficiency improvements. (Examples of program analysis techniques may include qualitative or quantitative studies, assessments, structural reviews, studies, and/or developing staffing plans.)

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree;
or
Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree;
or
Successful completion of a LL.M., if related;
or
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
