This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as a subject matter expert (SME) regarding environmental compliance issues. Interprets statutes, codes, standards, guides, and regulations, and determines their applicability to specific situations of concern. Provides expert advice to senior Agency personnel on the environmental impact from DTRA test operations.

Duties

As a ENVIRONMENTAL ENGINEER at the GS-0819-13 some of your typical work assignments may include: Initiates archeological and biological surveys and studies necessary to support proposed test actions or resolve complex environmental issues. Conducts appraisals, field inspections, and follow-up activities of environmental and safety programs at test sites, and other sites as may be directed, to determine effectiveness and compliance with established regulations and policies. Conceives, plans, and implements solutions to unique and critical environmental problems related to WMD and field-testing of weapons systems. Responsible for limiting the impact from test operations on the environment and public. Develops Environmental Assessments and Environmental Impact Statements to support Agency operations and construction at all test locations. Reviews proposed construction projects to ensure compliance with published environmental criteria. Reviews and analyzes Test Execution Plans; identifies and assesses environmental problem areas. Recommends changes or solutions to problems, or, if required, redirection of effort. Establishes and maintains effective programs at assigned locations to handle, store, and dispose of hazardous materials, hazardous waste, radioactive waste, and construction debris in a manner that meets DoD, DTRA, Department of Energy (DOE), and federal and state regulations. Consults with DoD, DTRA, DOE, Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and federal and state officials to ensure full participation and compliance with environmental regulation and policies. Advises on permit requirements, to include air permits for generators, dust environments, and equipment generating airborne particles; storm water permits; and Golden Eagle permits. Reviews permit applications for completeness, accuracy, and compliance with regulatory requirements. Ensures compliance with existing permits; failure to comply with permits results in DTRA being fined by the state environmental office, with fines ranging in the tens of thousands of dollars. Reviews industrial operations and determines what type of hazardous waste can be produced. Recommends how to limit the waste or what waste streams to separate. Coordinates the operation of landfills with appropriate site officials. Coordinates with WSMR personnel on the waste that is accepted. Authorizes licensed individuals to accept waste from various organizations. Participates in the review of landfill licenses and recommends changes to reflect waste requirements. Provides technical direction for initial site assessments, clean-up strategies, restoration activities, and final site closure. Reads architectural drawings, plans, and specifications to ensure compliance with environmental and safety regulations to determine demolition and restoration costs. If a spill occurs, demolition occurs, a facility is vacated, or use of a testbed is completed, completes a site assessment to determine the level of contamination and the appropriate clean-up strategy. Responsible for the Federal Facility Agreement and Consent Order (FFACO) that covers the restoration of contaminated sites assigned to DTRA located on NNSS. Maintains a list of the structures and schedules their removal. Manages the restoration budget and request additional funds as necessary to complete demolition and site restoration. Negotiates final restoration activities with the host facility management. Serves as the primary contact for external audits and responsible for audit response and the closure of findings with state and local authorities. Host management conducts quarterly and annual inspections of DTRA hazardous waste collection points. State environmental agencies conduct annual no-notice inspections and audits. Responsible for addressing all findings from the inspections; represents DTRA to host management, state and federal agencies. Provides expert advice and guidance to a wide range of personnel within and outside the Agency in regards to multi-million dollar CWMD testing programs and test bed designs. Affects numerous personnel performing low- to high-hazard tasks.

  • Individual is expected to be available for weekend travel, weekend layovers during travel, and long hours while in travel status. Individual TDY is required up to 25% of the time, and may vary given the nature and urgency of assigned projects.
  • Occasional travel may be required to locations within and outside the continental United States. A valid state driver's license and passport are required.
  • Hazardous Waste Operations and Emergency Response (HAZWOPER) training is required. Must maintain certification for First Aid, cardiopulmonary resuscitation (CPR), and automated external defibrillator (AED).
  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: 5 years experience in environmental engineering desired. Thorough knowledge of the NEPA process and procedures. Expert knowledge of the principles, methods, and techniques for controlling pollution and protecting quality of resources and the environment. Knowledge and experience of traditional engineering (civil, mechanical, chemical, electrical) disciplines. Expert knowledge and experience in environmental, safety and occupational health regulations to ensure compliance with federal and state laws and regulations. Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment to determine compliance with environmental and safety regulations and standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0819, series as listed below: Engineering Series. To be acceptable, lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials (relating particle and aggregate structure to properties); and any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Background must be demonstrated by one of the following: Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test are eligible only for positions that are within or closely related to the specialty field of their registration. Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering.
