This position is located in Radiology at the Ann Arbor VA Medical Center and is directly supervised by the Radiology Chief Technologist. The incumbent is responsible for the supervision, coordination, performance, training, and technical operation in the CT/MRI Section of the Diagnostic Imaging Service. This DRT position performs technical work in support of CT/MRI.
Duties
Supervises the Computed Tomography (CT) and MRI section, (17 employees varying in grades 12 FTE at GS 9 and 5 FTE at GS 10. The incumbent works closely with the Chief Technologist, Quality Assurance Specialist, nurses, radiologists, clinicians, and clerical staff to assure optimum quality control, efficient coordination of activities, high quality diagnostic exam results and patient satisfaction. Incumbent ensures the effective operation of the CT/MRI section from a technical standpoint (i.e., planning, directing, and controlling activities and resources, people, and material) to meet the needs of the section - this includes staffing, assignments, workflow, and scheduling administration. Incumbent will distribute workload; maintain the work to ensure that all members of the Imaging Section properly adhere to policies and procedures developed by the Therapeutic and Diagnostic Imaging Service and Medical Center, when applicable. Incumbent will serve as the liaison to the primary clinical instructors for the affiliated Radiology program
students assigned to the Therapeutic and Diagnostic Imaging Service.
The working supervisor/technologist operates various CT and MRI units when certified in the CT and or MRI. Routine examinations include but are not limited to CT/ MRI scans of the skull, thorax, abdomen, pelvis, spine, extremities and soft tissue studies, contrast studies of the digestive system, arterial and venous systems, joints and other internal organs and systems. The supervisor/technologist will be proficient in CT/MRI.
Ensures that adequate quantities of supplies are available to meet workload demands through a systemized process of ordering, receipt, and inventory control.
Coordinates new product evaluation and justifies their purchase. Participates in developing specifications for new equipment requests,
Improve work methods and procedures to produce work products, recommends methods and products to reduce costs and/or increase quality and efficiency.
Determines staffing requirements based on past, present, and future workload patterns and develops the weekly/monthly schedules as well as holiday schedules and directs any reassignment of technologists necessary because of call-ins or increased/decreased workload.
Plan and schedule ongoing production-oriented work on a quarterly and annual basis, or direct assignments of similar duration.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Coordinates and approves leave requests to maintain optimal staffing levels.
Provides advice, counsel, and instruction to employees, both technical and administrative.
Identifies developmental and training needs of employees, providing or arranging for needed development and training; develops formal orientation, training, and evaluation programs including the training of new technologists in CT/MRI and in the performance of procedures specific to that modality and organization practices of the specific unit.
- Coordinates the repair and installation of equipment with the Administrative Officer and Quality Assurance Specialist. Serves as the liaison between Radiology and Biomedical Engineering and repair contractors for the CT/MRI section. Recommends equipment
improvements, repairs, upgrades, etc.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Supervisory Diagnostic Radiologic Technologist, GS-11
Experience. At least one year of the following types of experience comparable to the next lower grade level that fully meets the KSAs at that level.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety ,and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments:
Supervisory Diagnostic Radiologic Technologist. Employees in this assignment assume full administrative and professional responsibility for planning and directing the radiologic technology program at a medical center or independent outpatient clinic that does not meet the level of complexity described at the GS-12 level for a chief radiologic technologist and has significant supervisory responsibility for staff. The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):
Ability to develop and initiate new imaging services that apply current research findings
Ability to participate as an instructor in the facility's in-service clinical training findings.
Ability to interview and evaluate candidates for positions in the section and recommend appointments, advancements, or, when appropriate, disciplinary actions.
Ability to evaluate performance, identify continuing education and training needs, etc
Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
Skill in participating in organizational facility initiatives, workgroups, and/or committees.
Ability to draft and/or recommend organizational policies and/or directives.]

Physical Requirements: The physical demand of the work includes Heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability.
