You will serve as a N2/N39 Senior Intelligence Specialist on the staff of he Naval Surface and Mine Warfighting Development Center (COMNAVSURFMINEWARDEVCEN), located in San Diego, CA All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as Senior Intelligence Analyst for all threat analysis. You will liaison with Intelligence Community agencies and service intelligence centers to focus intelligence analysis on threats to deployed naval forces . You will direct research and analysis of current pacing threats to support naval and/or joint needs at the tactical level. You will maintain analysis as required to support surface fleet and training of staff members. You will maintain threat briefings that encompass future threats to surface naval forces across the surface, subsurface, information, space, air, and missile domains.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may requires a 2-Year DCIPS trial period requirement.
  • Some travel required - Conus and OConus anticipated 4-6 times per year.
  • Temporary duty aboard ships may be involved and expected to last 5-15 days.
  • Overtime may be required during work week and weekends.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Developing and implementing strategic plans and policy; 2. Presenting complex highly technical information and concepts to a broad audience; 3. Conducting intelligence analysis and briefings on the current pacing threat to the USN in the maritime domain and conducting intelligence support to fleet operations afloat; 4. Developing and overseeing implementation of afloat exercise training, technology strategies, and architecture associated with the INT, SIGINT, IO, EW, and COMMs mission areas; 5. Understanding of the various Navy and National threat assessments, along with their methods, processes, and resources to facilitate surface warfighting doctrine and technology development; 6. Understanding of the various Navy afloat training environments and experience integrating Information Warfare (IW) and high-end threat presentation into training exercises.
