This position is part of the Chemical Safety and Hazard Investigation Board, Chemical Safety and Hazard Investigation Board. The incumbent will be responsible for setting personnel policy, directing the human resources management program, conducting related technical operations, providing management consultative and advisory services, maintaining personnel records, and preparing required reports.

Duties

Serves as primary POC for recruitment/staffing, and position classification activities for the CSB, ensuring that merit promotion procedures and guidelines are properly implemented and manages the recruitment/onboarding process. Executes processing all types of appointments and personnel actions, including extensive personnel movement and directives that are proposed management actions in support of decisions that affect organizations, their operational activities, and employees. Manages operational and administrative aspects of assigned human resources functions. Provides guidance to managers in developing position descriptions. Manages recruitment actions and provides technical assistance with identifying and interviewing qualified candidates. Provides expert level advisory assistance on policy development and sensitive aspects of employee relations. Provides counsel and assistance to supervisors and employees on matters related to payroll and employee benefits. Plans and carries out projects and studies to identify and resolve problems pertaining to various HR program areas in the areas of recruitment, staffing, position management, classification, payroll, benefits and policy. Researches HR laws, policies, regulations and reference material, analyzes information, selects appropriate approach and recommends corrective action. Provides staff level technical advice and assistance on HR issues or problems impacting employees.

Only experience and education obtained by the closing date of this announcement will be considered. CONDITION OF EMPLOYMENT: Currently holds a Delegated Examining (DE) Certification. Delegated Examining (DE) certification is required for this position. You will need to annotate on your resume the date of your DE certification AND the expiration date, OR attach a copy of your DE certificate showing the date of certification and expiration date. If selected and you have only annotated your certification on your resume, you will be required to provide a copy of your certificate. Applicants who do not provide certification information as noted above will be screened out and will receive no further consideration for this position. At the GS-13level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes 1) Applying classification, position management and job grading principles, practices, laws, regulations, policies, and precedents sufficient to provide substantive HR management consultation, training, and technical services; (2) Providing advisory services and technical guidance to management officials on federal laws, regulations, policies, and procedures governing Human Resources Programs; (3) Providing guidance to hiring officials on Recruitment, Staffing, and Placement Programs including special appointing authorities in the Competitive and Excepted Services. (4) Conducting job analysis to prepare job opportunity announcements for various positions to rate applicants and issue referral certificates. (5) Utilizing automated tools and processing guides to initiate and code personnel actions. ALL MUST BE FOUND IN YOUR RESUME TO BE FOUND QUALIFIED. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
