This position is located within the Office of Information Technology (OI&T), End User Services (EUS), Enterprise Command Operation (ECO). Responsible for the planning, development, coordination, implementation, and assessment of various space modification projects which are complex/sensitive as well as broad in scope. Consults with managers to identify/define needs and requirements relative to space alterations and realignments, office relocations, long-range space needs.

Position Description/PD#: Engineering Technician/PD061970 Financial Disclosure Report: Not required Travel: Travel may be required up to 5% of the time Location: Austin, TX Physical Requirements: Due to the wide range of duties performed, the employee will be expected to perform light lifting (40 pounds or less), frequent walking, crawling in tight spaces (i.e. under computer room floor). Significant standing or stooping and climbing on ladders/scaffolding will be required. At times, the employee may perform emergency UPS or electrical support functions, where eye and hand coordination is required to operate switches and controls. Major Duties: Develops detailed work plans that address issues pertaining to new or different office locations, space design, construction management, budget implications, employee placement, and required coordination with other related services and programs. Serves as a back up for senior technicians and engineers and is also expected to support other areas within facilities such as telephone/PBX systems, building maintenance, security and safety. Develops creative new approaches to resolving problems when resources, space, and/or funding is not available or extremely limited. Assesses utilization of funds in the various funding categories. Prepares budget projections and monitors funding and spending on projects through coordination with the Business Office. Conducts site surveys, inspects facilities for structure and fire hazards and interviews facility end users to determine and identify requirements to proceed with development of design, plans, and work requests.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. To qualify for the GS 0802 occupational series applicants must possess the following basic requirement. This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. References :Engineering Technical Series 0802 (opm.gov)General Schedule Qualification Standards (opm.gov) OR Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. AND Specialized Experience You may qualify based on your experience as described below: You must have one year of specialized experience equivalent to at least the next lower grade of GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience in facility management including IT facility management to include facility construction, renovation, and repair projects. Knowledge of facility operations including space planning, space management, physical infrastructure; data cabling; electrical; heating, ventilation, and cooling (HVAC); mechanical; plumbing; and safety related to building management. The ability to read building drawings; use computer aided drafting, and design (e.g., AutoCAD) tools; create and revise floor plans showing department locations and seating assignments; and manage space and seating assignments as well as record and track changes in space and seating assignments. Perform contracting officer representative (COR and project manager (PM) roles including creating independent government cost estimates (ICGE), scopes/statements of work (SOW) performance work statements (PWS), and other project administration duties for facilities related work. Familiarity with General Services Administration (GSA) building management and work order processes, and GSA managed facilities related procurements. Experience identifying and correcting facility related safety deficiencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
