WHAT IS THE HUMAN CAPITAL OFFICE (HCO)?

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Receives, reviews, coordinates, prepares, finalizes, and tracks a wide variety of personnel action requests and/or other incoming work; Locates, reviews, and summarizes information relative to the functions and processes of automated human resources and support systems. Performs data entry, document uploads, and importing in various HR databases, which includes, but is not limited to office dashboards, eOPF, ETrak, USA Staffing, Payroll applications, and various Microsoft applications.
Verifies and reconciles records with master personnel files. Receives, reviews, coordinates, prepares, finalizes, and tracks a wide variety of personnel action requests and/or other incoming work; Maintains reference materials, subject matter files, automated logs and databases, updating and correcting actions as necessary. Controls and distributes certain documents for major programs in HRSS.
Receives and processes documents including incoming mail, fax, and electronic documents. Segregates, and arranges in proper working order for routing to appropriate offices, or for filing. Associates material with proper file folder and upon direction may take future action in processing correspondence, e.g., searching for files, contacting customers for additional information, etc.
Provides information about the program area in response to general and specific inquiries. Determines the information needed, queries data bases, searches files and appropriate information sources, and studies manuals and guidelines for procedures on a variety of administrative and operational matters. Works with specialists to resolve problems with resource data and to ensure accuracy, consistency and validity of gathered information. Contacts officials and employees within and outside of the Agency to gather materials, information and data needed by office staff.
Prepares a variety of regular and special reports related to various personnel programs and activities requiring searching for, locating, abstracting, setting up formats and preparing final form. If necessary, requests information from other government agencies. Prepares revised/new forms to cover reporting requirements or respond to specific requests for data.
Maintains employee files in accordance with legal requirements and HCO policies and procedures. Maintains control of records and records filing for correspondence and data management, both electronic and paper, work assignments, establishes and follows up on suspense dates.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-05:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes experience applying standard procedures and requirements related to an assigned human resource (HR) management function to perform a variety of clerical duties that support the assigned function(s). Experience maintaining reference materials, subject matter files, automated logs and databases, performing data entry, uploading and importing documents in various HR systems and databases, and providing routine information to managers and employees on various human resources issues. Knowledge of staff assignments and operating policies to refer problems, provide information, and resolve HR issues; and knowledge of HR automated systems used to process personnel actions, perform analysis, review products, and identify problems.

EDUCATION: You may substitute education for specialized experience as follows: a bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with an equivalent combination of experience and education.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
