This position is located in Great Smoky Mountains National Park, in the Administration Division. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately January to November, and you will be in a non-pay status for the remainder of the year.

Duties

The primary purpose of this position is to supervise the performance of clerical and technical work that is associated with the collection, deposit, tracking, and expenditure of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA). The incumbent performs assignments in accordance with all regulations governing the handling of government funds and separation of duties. Serve as a front-line, uniformed representative of the NPS, answering visitor questions and explaining the area's recreational opportunities, including NPS interpretive services, concession operated facilities and services, campground availability, hiking trails, etc. Operate an electronic cash register, computer, or Point of Sale (POS) system to conduct financial transactions; perform opening and closing functions; issue entrance receipts, tour tickets, permits, etc. Provide informal and formal training and education to employees, partners, volunteers, interns, cooperating association representatives, etc. regarding automated and non-automated fee processes, systems, software programs, tools, etc.

Qualifications

All qualifications must be met by the closing date of this announcement-07/24/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-6 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assisting with resolving fee program planning issues; assisting with identifying fee program/project needs; assisting with hiring, supervising, scheduling and managing others involved in fee collection and visitor orientation programs; resolving software issues that arise in the remittance and/or fee collection process; and leading others in fee collection duties. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. (NOTE: You must submit a copy of your transcript or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are using education to qualify and you do not submit specific course work information as described previously, your application will be rated not qualified. A copy of your official transcripts will be required before entrance on duty, if selected). -OR- Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described in A above (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education) as specified in B above, equals greater than 100% of the total requirement. (You MUST submit a copy of your transcripts indicating the number of credit hours and courses in order to qualify based on a combination of experience and education). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior?ity selection rights under the Agency Career Transition Assistance Program (CTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
