The Nurse Manager (NM) is assigned to Primary Care within Patient Care Services. The incumbent has direct line authority over nursing personnel who function as primary care nurses for a defined group of patients and has responsibility for all elements of the nursing process.

The Primary Care (PACT) Nurse Manager is responsible for the day-to-day operation of the nursing staff within primary care at Roseburg Medical Center, North Bend VA Clinic. This includes planning, directing, budgeting, monitoring, and evaluating the nursing functions within primary care. The Nurse Manager directs the clinical services offered within these clinics to ensure compliance with The Joint Commission (TJC) Standards for Ambulatory Care.
The provision of administrative direction and team leadership includes:
Interpreting and implementing PACT, Lab, and Telehealth VA national and local policies.
Assisting the team in developing local policies, procedures and coordinating the performance improvement, utilization review, and risk management programs related to ambulatory care.
Evaluating the effectiveness of the ambulatory care performance measures, and ambulatory care sensitive indicators.
Selecting qualified personnel to fill nursing and program support vacancies.
Coordinating the orientation and ongoing staff educational programs.
Monitoring and controlling program operation expenditures and monitoring and reporting workload.
Accountable and responsible for possessing the knowledge and skill to communicate and interact appropriately with all internal and external customers. Maintain confidentiality of electronic, written, and/or verbal patient/employee information.
Demonstrate working practices that include adherence to Infection Control standards and the safe use and operation of equipment.
Responsible for cross-coverage of other ambulatory care locations or programs, covering other Nurse Manager responsibilities, and may act in a broader role in the absence of the Associate Chief Nurse or Deputy Nurse Executive.
Provide leadership and has continuing responsibility for the updating, deployment, coordination, and evaluation of the program at the Roseburg VA Healthcare System (RVAHCS).
Maintain knowledge regarding local, Veterans Integrated Service Network (VISN), and VHA initiatives and communicates pertinent information timely and appropriately.
As a supervisor, the Nurse Manager will collaborate with Human Resources regarding personnel issues.
Promotes a team approach to patient care and develops staff for leadership activities and mentors them to promote achievement.
Plan, organize, staff, and control the work of VA personnel assigned to the patient care area. This includes routine analysis of workload measures and evaluation of their efficacy in the form of recommendations for resource allocation and deployment.
Assume responsibilities for the ambulatory care nursing services to include developing the scope of practice for employees assigned, designing plan of care, and assuring implementation of quality improvement measures along with developing action plans to meet performance measures.
Make independent professional decisions and recommendations with infrequent recourse to supervisory guidance.
Serve as a direct line supervisor, consultant, and advisor to subordinates, peers, and administration.
The Nurse Manager's nursing practice involves accountability for prudent resource management in the delivery of safe patient care and assessment by all VA staff in her/his assigned area/program including VA personnel, VA contract, students, and VA intermittent staff.
Demonstrate advanced leadership skill in developing, implementing, and evaluating holistic and quality patient care delivery processes for a group of patients through the application of the nursing process.
Design and employ various processes to facilitate the development and implementation of strategic goals and plans aimed at meeting patient care needs and performance measures.
Develop, implement, and maintain a systematic process for unit-specific competency review and continually evaluate the currency and applicability of the competency review program.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: Prefer Master of Science (MSN) in nursing or related field with Bachelor of Science (BSN) or MSN from a Bridge Program (a BSN is not issued or required) and 5 years combined experience in Primary Care/Nursing Leadership
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
