The incumbent serves as the Clinical Director for the Whole Health System of Care within the Central Texas Veterans Healthcare System (CTVHCS). The Clinical Director plans and executes the implementation of the Whole Health System of Care in the VA Medical Center.
Duties
Major duties include, but not limited to:
Clinical Responsibilities (25%)
The incumbent oversees all aspects of the delivery and expansion of interprofessional conventional and complementary and integrative health clinical care services within the VA Medical Center, including acupuncture, chiropractic, massage therapy, recreation therapy, and others, as assigned.
The incumbent oversees all aspects of the delivery of well-being, and coaching services for employees and Veterans within the VA Medical Center. The incumbent provides a full range of advanced acupuncture clinical services and direct patient care in Whole Health clinics, in accordance with their credentialing.
The incumbent provides direct clinical input and oversight for patient treatment plans and collaborates with team members when medical or other problems arise.
The incumbent directs the consultation and delivery of care-in-the-community clinical services, based on VA standard episodes of care (SEOCs) for acupuncture, chiropractic, massage therapy, and other clinical services, as assigned.
The incumbent provides strategic clinical input for the delivery of acupuncture, and other complementary and integrative health services, and ensures effective advice to the service line ACOS, service line chief, and executive team.
The incumbent receives and addresses clinical inquiries/investigations from Congress, the White House, VA Central Office, and national investigative bodies.
The incumbent leads the interdisciplinary team in the integrative health clinic, which includes conventional, acupuncturist and complementary and integrative health clinical providers.
Managerial Responsibilities (25%)
The incumbent provides direct line supervision to the Whole Health System administrative and clinical coordinators, with a reporting relationship with all staff through subordinate supervisors.
The incumbent provides technical and administrative supervision to Whole Health System clinical and non-clinical staff through subordinate supervisors.
The incumbent establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors.
The incumbent hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs.
Administrative Responsibilities (50%)
The incumbent serves as head of the Whole Health System of Care for CTVHCS.
The incumbent develops and implements the CTVHCS Strategic Plan for implementation of the Whole Health System, towards full implementation of the Whole Health Designation Framework.
The incumbent chairs the Whole Health Committee and provides oversight to supervisors in the Whole Health System (governance, operations, the pathway, well-being, clinical care, employee wellness, and community partnerships).
The incumbent creates strategic partnerships with VHA facility directors and service line chiefs.
The incumbent creates strategic partnerships with community organizations to promote health and well-being offerings within the community.
The incumbent promotes and develops measures to enable the Clinical Director to monitor Whole Health System staff individual performance and to assess clinical outcomes, addressing performance issues at director, team, and individual level.
The incumbent serves on Medical Center, VISN, and National Program Office committees.
The incumbent plans and executes administrative, scientific and research programs supporting local, VISN and national initiatives in the evaluation and implementation of the Whole Health System of Care.
Work Schedule: Monday - Friday; 7:30am - 4:00pm OR 8:00am - 4:30pm

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. (1) Master's degree in acupuncture or oriental medicine from a program accredited by the
Accreditation Commission for Acupuncture and Oriental Medicine (ACAOM). OR
(2) Advanced level degree in acupuncture or oriental medicine from a program accredited by the
Accreditation Commission for Acupuncture and Oriental Medicine (ACAOM).
Certification. Acupuncturists hired in the VHA must be board certified through the National
Certification Commission for Acupuncture and Oriental Medicine (NCCAOM). The board certification
must be current and the acupuncturist must abide by the certifying body's requirements for continuing
education.
Licensure. Current, full, active, and unrestricted license to practice acupuncture in a State,
Territory or Commonwealth (i.e. Puerto Rico) of the United States, or District of Columbia.

English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C.
chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and
spoken English. See Chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. All persons employed in VHA in this occupational series or in another occupational series that are performing the duties as described in this qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following apply: (1) Such employees may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. (2) Acupuncturists who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (3) Acupuncturists who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as an acupuncturist.
Grade Determinations:
Experience. In addition to the basic requirements, completion of a minimum of one year of progressively complex experience equivalent to the GS-13 grade level.
In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Skills to autonomously plan and direct the implementation of the systemwide organizational, administrative, and clinical aspects of cultural transformation to a Whole Health System of Care within the VA, which significantly impacts the care provided to Veterans.
2. Skill in managing and directing the work of large, complex organizational units and in applying effective supervisory and management practices, as head of a major organizational unit.
3. Ability to balance responsibilities in a complex clinical environment and to work with great autonomy; ability to set priorities and delegate tasks, meet multiple deadlines, analyze complex organizational problems; and ability to develop and implement effective solutions for those problems.
4. Ability to independently create, organize, manage, and maintain high quality clinical research and quality improvement programs, requiring extended training and experience.
5. Knowledge to perform consulting in Whole Health for the VA Medical Center, VISN, or national program office, or other professional, scientific, technical, administrative, fiscal, or other specialized work of equal importance, difficulty, and responsibility, and requiring comparable qualifications.
Preferred Experience:
3-5 years experience in program management and development related to Whole Health System of Care.
3-5 years experience supervising subordinate employees.
Research and experience in Complimentary and Integrated Health modalities.
Published in a peer reviewed journal.
