This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

VA offers a comprehensive total rewards package: VA Nurse Total Rewards The Registered Nurse RAI/MDS Facilitator functions as a facilitator for the Resident Assessment Instrument/Minimum Data Set (RAI/MDS) process according to the Centers for Medicare and Medicaid Services (CMS) regulations and guidelines, the Standards of Long-Term Care and the VA standards. The effect of the nurse's practice must go beyond an individual's unit/team to encompass a program or an entire service. MDS facilitators cover 7 different neighborhoods and are required to complete a 48 hour new admission baseline care plan provided to the Veteran or their family according to directives and guidelines. Martinsburg is considered to have best practice with having a dedicated team for this process that demonstrates uniqueness and success to the program and service. The RAI/MDS facilitator should be extensively trained and skilled in MDS/chart audits/coding/facilitating IDT etc. which is uniquely utilized for leading and coordinating plans of care maintained throughout the G/LTC service. The RAI/MDS Facilitator reports to the MDS/Restorative Nursing Program Nurse Manager, under the direction of the Chief, G/LTC Nursing Service. Major Duties and Responsibilities include, but are not limited to: Displays leadership and expertise in the application of the RAI-MDS assessment process and interdisciplinary plans of care for CLC residents, promoting accurate and timely completion of the coding assessments and care plans. Serves as the RAI/MDS expert and resource person to all staff and is recognized and consulted by the interdisciplinary team to share their knowledge and/or clinical expertise. Monitors and manages the timely electronic transmission of the MDS to Austin Data Base. Conducts chart audits and maintains a log of deficiencies and discrepancies for identifying errors in coding of RAI-MDS forms during the completion process. Serves as a role model in assessing and evaluating resident status and identifying priority needs for care with the Interdisciplinary teams. Considers the cognitive, physical, emotional and chronological development of adult and geriatric residents while planning/implementing clinical programs. Analyzes ethical issues and appropriate theoretical principles. ensuring application of RAI-MDS and institutional policies. Serves as a resource and advocate in resolving legal/ethical issues involving Resident Self Determination Act, Resident Bill of Rights, Advance Directives, and Resident Abuse (protection). Identifies potential problems involving resources and/or safety and take action to avert or manage the situation in a manner that meets the needs of residents in a safe/therapeutic manner. Understands the financial concepts and applications of Resource Utilization Groups (RUGs) and Veterans Equitable Resource Allocation (VERA). Maintains professional knowledge and skills of RAI-MDS process based on currently published or communicated information through reading, workshop, etc. Assesses educational needs to implement program or service practice changes related to the RAI-MDS process; develops and implements an education plan to meet needs for self or other staff in program/service. Maintains and augments, as needed, Interdisciplinary Treatment Team (IDT) teambuilding and mentoring skills to facilitate the continual success of the RAI-MDS process. Actively involved in evaluating practice for the RAI-MDS program or service, based on established professional, VA and/or regulatory standards (e.g. JCAHO) and recommending/implementing changes to meet those standards. Collaborates with and assists others within or across work groups to validate and/or improve practice either based on application of current research-based knowledge or the conduct of research. This may include methods to evaluate the outcomes of practice (innovations/interventions) and reporting the results as appropriate. Demonstrates ability to apply high level critical thinking skills to problem investigation and resolution. All other duties as assigned, pertaining to this occupation, to meet the needs of the Agency, Department, Facility, and/or Service. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and able to shift priorities based on patient needs. CUSTOMER SERVICE Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous way, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. AGE, DEVELOPMENT & CULTURAL NEEDS The primary age of Veterans receiving services is typically between 18 and 80 years of age or older. This position requires the incumbent to possess or develop an understanding of the needs of these types of patients/residents. Sensitivity to the special needs of all patients/residents in respect to age, developmental requirements, and culturally related factors must be consistently achieved.
