This position is located in Harpers Ferry Center for Media Services. The incumbent serves as a program specialist supporting Harpers Ferry Center Media Accessibility Coordinator which maintains the National Park Service's Programmatic Accessibility Guidelines for Interpretive Media and also provides service wide complimentary services. Included is the UniDescription (UniD) Partnership Project to develop accessible NPS park brochures. .

Duties

The major duties of the Accessibility Program Specialist position include, but are not limited to: Works collaboratively with media teams to develop, review and/or select the best accessibility solutions for media projects. For example, participates in analytic, solution-based visitor center exhibit reviews at the schematic, design development and production phases. Works independently and collaboratively to create or revise FAQs, trainings and specifications. For example, creating checklists with a workgroup comprised of accessibility specialists, or developing illustrative technical guides to further explain accessibility requirements for media. Provides assistance, coordination and project management skills to special projects, initiatives, and assignments, including coordinating meetings, notetaking, assigning or tracking tasks, and monitoring and approving deliverables when functioning as an ATR or COR. Assists with or directly coordinates outreach and evaluation efforts with stakeholders and the disability community to foster communication, knowledge acquisition and feedback of effectiveness of programs, products, guidance and resources. Conducts research into disability related topics relevant to media development, such as gathering statics and researching a variety of subject matters, like best practices for tactile maps and the number of smart phone users who are blind or have low vision. Duties will be developmental in nature when filled below the full performance level.

All qualifications must be met by the closing date of this announcement-08/01/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following: Familiarity of Universal Design principles and accessibility design standards for media, such as exhibits, videos and brochures to meet the needs of visitors with disabilities. Skill in developing and maintaining effective relationships with media professionals and/or the disability community. Experience applying project management principles, along with standard administrative practices to support project oversight. You must include hours per week worked. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following: Knowledge of Universal Design principles and accessibility design standards for media, such as exhibits, videos and brochures to meet the needs of visitors with disabilities. Skill in developing and maintaining effective relationships with media professionals and/or the disability community. Experience applying project management principles, along with standard administrative practices to support project oversight. Analyzed media production processes or technologies to support accessible outcomes. You must include hours per week worked. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following:Knowledge of Universal Design principles and accessibility design standards for media, such as exhibits, videos and brochures to meet the needs of visitors with disabilities. Skill in developing and maintaining effective relationships with media professionals and/or the disability community. Experience applying project management principles, along with standard administrative practices to support project oversight. Analyzed media production processes or technologies to support accessible outcomes. Independently research and respond to technical inquiries. Independently foster and maintain professional relationships and communication with field and management staff, internally and external stakeholders. You must include hours per week worked. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
