This position is located in the Finance Department at the Lawton Indian Hospital, Lawton, OK. The primary purpose of this position is to prepare and maintain the Service Unit's Annual Budget and coordinate the formulation of the Budget projections, adjustments, and ensure that the internal controls are complied with to remain within the budget plan goals. This position reports to the Chief Financial Officer.

Duties

Perform in depth cost analysis to justify major changes in budget projections. Prepare various financial status reports to ensure programs are within established goals. Prepare and monitor the budget to ensure compliance with regulations. Recommend modifications and alignments to budget activity to account for unanticipated changes in funding or operations. Advise management on the availability of funds.

MINIMUM QUALIFICATIONS: Your resume or other supporting documents clearly demonstrate that you meet at least one of the following minimum qualifications:GS-11: One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience includes: Formulating budgets estimates; presenting budget plans, analyzing approved budget plans. Maintaining effective fund control policies and procedures. Providing financial management advice and assistance to staff on department budgets, program budgets, allowances in financial systems, and requests for funds analysis. OR I have completed a Ph. D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. OR I have a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).You must meet all qualification requirements within 30 days of the closing date of the announcement.
