This position will serve as the Performance Improvement Officer for the Pawnee Indian Health Center located in Pawnee, Oklahoma. Incumbent will coordinate quality assurance (QA) and performance improvement (PI) activities, ensuring the Pawnee Indian Health Center maintains Joint Commission ambulatory care accreditation and patient centered medical home (PCMH) certification. Incumbent will report to the Chief Quality Officer of the Pawnee Indian Health Center.
Duties
Develops and implements a service unit QAPI plan and coordinates performance improvement activities with the medical staff and ancillary programs.
Plans, designs and evaluates QAPI program elements and reports appropriate outcome data.
Plans, coordinates and implements ongoing survey readiness activities for Joint Commission ambulatory care accreditation and PCMH certification.
Identifies deficiencies and coordinates corrective actions to ensure accreditation compliance.
Researches, interprets, and communicates to PIHC leadership, supervisors and staff on current Joint Commission and other external review requirements, processes, and procedures.
Coordinating and reporting clinical outcome data.
Serves as ex-officio on all committees involved in clinical and performance improvement matters.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
All qualifying work experience identified below must be progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-07 grade level in the Federal service obtained in either the private or public sector. Examples include working with various computer software applications in order to gather, analyze, and develop various health care data for reporting purposes; performing administrative office tasks such as coordinating facility meetings, auditing division files, and reporting and constructing corrective action plans.
OR Master's degree or equivalent graduate degree or I have completed two full years of a progressively higher level graduate education leading to such a degree, or LL.B or J.D. My degree or education must have included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Must provide copies of transcripts.
OR A combination of education and specialized experience (as described above) that when combined, fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. Only graduate education in excess of the first 18 semester hours (or 27 quarter hours) may be combined with the GS-07 level experience to qualify for the GS-09.
OR Meet the Special Provision for In-service Placement of Successfully completing an agency-sponsored on-the-job training program that may be substituted for qualifying experience, provided it included a formal individualized training plan. Such training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
GS-11:Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service obtained in either the private or public sector. Examples include analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives; independently plan, develop, manage, prioritize, evaluate and problem solve to effectively anticipate program needs; progressive responsibility to coordinate and prepare departments to ensure requested actions are being implemented; and performing document reviews against established criteria such as quality measures, data retrieval and/or analysis.
OR a Ph.D., LL.M. degree, or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree which included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR Combination of experience and education that when combined, meets the qualifications listed above. Only graduate education in excess of 36 semester hours may be used to qualify (must submit transcripts).

Indian Preference applicants applying under the Excepted Service Examining Plan (ESEP) will be rated in accordance with the Indian Health Service Excepted Service Qualification (Preston) Standards. Applicants under this provision must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
