This position serves as a Contract Specialist to the Indian Health Service located under the Office of Environmental Health & Engineering (OEHE), Division of Acquisition Management (DAM) in Oklahoma City, Oklahoma. The DAM provides acquisition support and management assistance to all Service Units and OEHE Field Offices within the Oklahoma City Area Office.
Duties
Review requisitions and determine appropriate method of procurement (i.e. negotiation or formal advertising). Use this information (including applicable regulations) to prepare and issue solicitation documents.
Review and analyze procurement requests for contracts for completeness, adequacy of scope of work, availability of funds, compliance with laws, regulations and policies.
Perform analysis of bids or proposals received and recommend award of contracts.
Prepare contract awards, administers the contract through completion, and close out.
Provide guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; or researching acquisition regulations, policies, and other documents to be able to operate at this level.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Basic Requirement for GS-05 through GS-11, Contract Specialist:
A. 4-year course of study leading to a bachelor's degree with a major in any field; OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
For positions at GS-7 through GS-11, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
In addition, to the Basic Requirements above, you must also meet the Minimum Qualifications stated below to qualify for grade levels GS-07, GS-09, or GS-11.
Minimum Qualification , GS-07, Contract Specialist:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-05) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing administrative duties and assisting program staff to provide acquisition support associated with the procurement of supplies and services. Assisting with preparing acquisition documents, analyzing bids/proposals/quotes, and recommend revisions to the statement of work. Researching and analyzing data, issues, and information that support project recommendations or the work assignments of higher-grade specialists.
Minimum Qualification, GS-09, Contract Specialist:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Creating acquisition plans, preparing written requests for proposals, analyzing offers received, recommend awards of contracts, and drafting final contracts. Performing contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.
Minimum Qualification, GS-011, Contract Specialist:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Providing guidance and technical assistance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation to junior Contract Specialist/Purchasing Agents and program personnel. Monitoring contract performance and negotiating necessary contract modifications to ensure satisfactory progress and completion of contract activities. Conducting meetings for acquisition planning, pre-construction conference, to ascertain progress under the contract and to develop future courses of action for the contract; and briefs management on pertinent aspects of contract performance.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
