The Accounting Technician position will serve in the Financial Resources Management Services at VA Puget Sound Healthcare System in Seattle, WA.

Duties

Major duties of the position include but are not limited to: You will receive and classify 1358s and 1358 increase/decrease change orders on a daily basis, for obligating or adjusting by means of assigning the appropriate purchase order number and transaction codes. You will review computerized data output in relation to discrepancies. You will code all data from a wide variety of source documents onto the appropriate code sheets, indicating all the necessary data for submission to the Austin Finance Center. You will serve as the Agent Cashier for the VA Puget Sound Health Care System and performs general clerical work involving proper disbursement, collection of public and private funds and imprest funds in accordance with regulations of the Department of Veterans Affairs and the U.S. Treasury. You will ensure all funds are safe and other valuables are secured and not accessible to other employees with no authority. You will review documents for follow up action on outstanding obligations and accrued payables. You will inform procurement personnel of action to be taken. You will process Agent Cashier replenishments by reviewing all documents and preparing the code sheets for input, by way of IFCAP. You will work as the station's liaison between vendors and Fiscal Service to resolve and answer questions concerning obligations, payables, and payment inquiries on all types of purchase orders. You will reconcile accounts on a monthly rotational basis, to ensure validity and accuracy of dollar amounts and accounting data in facility departments and special programs assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by 30 days of the closing date of this announcement, 07/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4, for a GS-6 position you must have served 52 weeks at the GS-5 and for a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS- 5 Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-04 level or pay band in the Federal service that includes performing the following duties: applying accounting procedures to review information for financial or accounting systems, ensuring the accuracy of documents and completeness, inputting financial or accounting information into accounting systems, or correcting invalid financial or accounting transactions for the funding, allotment, obligations, and disbursements to the various types of accounting transactions. GS- 6 Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-05 level or pay band in the Federal service that includes performing the following duties: applying specific rules, regulations, or procedures to perform a full range of related accounting, or financial management clerical or technical tasks, to complete standard clerical transactions by reviewing documents for missing information, searching records and files, verifying, and maintaining records of transactions and answering routine procedural questions. GS- 7 Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-06 level or pay band in the Federal service that includes performing the following duties applying accounting principles and practices to provide updated information to management by ensuring the integrity of the general ledger, basic design and operation of the accounting system and various operating programs to validate, monitor, control, and maintain accounting transactions and records to multiple accounts for day-to-day operations, long range planning, and prevention of deficiency spending. You will be rated on the following Competencies for this position: AccountingAttention to DetailProblem SolvingReasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires sitting in on position for long periods of time, intense concentration, and dexterity in the use of a calculator and typewriter, word processor and computer. There is pressure to meet mandatory time deadlines of monthly, quarterly, and year-end reports and processing. Overtime is frequently required to complete work assignments within the accounting cycle. Education

GS- 5 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school, leading to a bachelor's degree. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

GS-5 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and some education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

GS- 6 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) year of graduate education that is directly related to the duties of the position. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

GS- 7 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) year of graduate education that is directly related to the duties of the position. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
