The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
The Strategic Assessments & Outcomes in RC&E assesses IC capabilities and performance in addressing near- and long-term national security objectives to inform intelligence strategies and programmatic decisions that will maintain and extend the IC's competitive advantages.
This position will support programming and evaluation activities, to include supporting Consolidated Intelligence Guidance (CIG) development and implementation and performing CIG Strategic Outcome Assessments that evaluate IC-wide progress against DNI and OUSD(I&S) priorities.
Conduct in-depth, detailed analysis and evaluation of the National Intelligence Program (NIP) investments to independently document resource utilization, efficiency, productivity, and cost effectiveness levels.
Plan and conduct in-depth analysis of NIP policies, missions, plans, and capabilities, ensuring linkage to the National Intelligence Strategies and other Intelligence Community (IC) priorities.
Plan, guide, and conduct the research and identification of key program issues, evaluate alternatives, and develop innovative proposals for decision by the Office of the Director of National Intelligence (ODNI) senior leadership.
Plan, evaluate, and determine relevance of source material, evaluate procedures, analyze data, and develop innovative proposals for decision by ODNI senior leadership.
Plan, research, and identify key intelligence program and budget issues, evaluate program alternatives, and provide structured recommendations in accordance with the organizational policies, procedures, and viewpoints.
Plan and conduct initiatives to maintain a comprehensive awareness of analytical and statistical methods; conduct independent evaluative studies of cross-cutting IC issues and techniques to assess program effectiveness; and develop innovative proposals for senior officials.
Plan, develop and present findings, conclusions, options, and recommendations to ODNI senior management.
Plan and produce IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and other analytic products applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic decisions.
Provide independent analyses of IC capabilities and programs, presenting the DNI with alternative courses of action, identifying cost and mission impacts and clarifying the advantages and disadvantages of each alternative.
Qualifications
Mandatory Requirements:
Demonstrated ability to apply analytic, quantitative, and qualitative techniques to analyze, evaluate, and recommend appropriate alternatives to complex issues.
Demonstrated representational, oral, and written communication skills, including demonstrated ability to produce clear, logical, and concise products.
Extensive knowledge of and experience with programmatic and financial management, strategic planning, and performance management.
Extensive knowledge of the ODNI's processes, programs, and policies especially as they relate to program evaluations (to include quantitative and qualitative methods and techniques).
Extensive knowledge of the IC and its components, missions, and interrelationships, including a demonstrated ability to lead broad-based teams regarding key IC issues.
Strong understanding of the Intelligence Planning, Programming, Budget, and Evaluation (IPPBE) system process.
Demonstrated ability to lead and promote the development and use of a broad range of analytical tools and approaches to research, analyze, and present findings, conclusions, and recommendations.
Demonstrated organizational and interpersonal skills, and demonstrated ability to negotiate, establish IC-wide teams, and effectively and independently manage in a team or collaborative environment.
Demonstrated ability to develop consensus recommendations and to solicit input from colleagues and peers; proven ability to remain open-minded and change opinions on the basis of new information and requirements.
Demonstrated ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC, and mission partners.
