The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Lead, manage, and direct a professional level staff, evaluate performance, develop strategies, collaborate on goal setting, deliver return on investment, and provide feedback and guidance regarding personal and professional development opportunities.
Supervise the design and development of crisis-response exercises related to a variety of scenarios involving counterterrorism resources and assets; manage the development and delivery of discussion and operational based exercises, informational briefings, operational programs, etc.
Oversee and lead NCTC's Representative Program. Set strong foundational base for the Program to ensure seamless transitions and efficiencies, including working with appropriate NCTC directorates to identify collaboration opportunities, resolve conflicts, and promote re-integration of returned representatives. Serve as the lead focal point for the Program to NCTC leadership, directorates, and offices and ODNI. Lead hiring process for new Representatives.
Provide guidance and support to Representatives in their efforts to work with IC, Federal, State, Local, Tribal, and private sector partners.
Build and manage the workforce based on organizational goals, budget considerations, and staffing needs. Ensure employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems.
Facilitate cooperation and motivate team members to accomplish group goals. Determine objectives, set priorities, and delegate work based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees. Ensure staff is in compliance with established policies and regulations.
Oversee the development of exercise documentation to include scenarios, scripts, injects, exercise plans and control/evaluation handbooks, etc.
Provide advice to senior managers on exercise-related issues, policies, and procedures, applying knowledge of the interdependencies of various requirements, and present information in a manner that responds to the needs of select audiences.
Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with partners (foreign, military, private sector, etc.) and provide a framework for managing the relationships between partners. Initiate, establish, foster, and effectively participate in unilateral and multilateral intelligence sharing arrangements with joint analytic units and foreign partners.
Lead the identification of intelligence resource gaps that are negatively impacting analysis efforts, and in collaboration with domestic or foreign partners develop and recommend strategies and procedures that are designed to reduce these gaps.
Lead, manage, and organize U.S. Government working groups, meeting, boards, and other forums to exchange information, develop recommendations, resolve issues, and implement specific policies regarding partner relations issues.
Engage in and facilitate intelligence integration and effective coordination between the organization, U.S. Government agencies, and other partners, and in so doing improve leadership support, unit performance, and staff procedures.
Qualifications
Mandatory Requirements:
Must have at least five years experience leading strategic planning, managing, and directing the successful efforts of a government or private organization.
Superior organizational, managerial, and leadership skills including strong interpersonal and negotiation skills as well as the ability to build consensus, work effectively, and independently exert influence to major stakeholders.
Extensive knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to counterterrorism issues.
Education
Bachelor's Degree.
