About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence & Security CMD, U.S. Army Counterintelligence Command, Technical Support Battalion, Fort Meade, MD, with duty location in Fort Washington, MD.
Duties
Evaluate student progress by means that include the maintaining of up-to-date student data.
Update the course manager and TCIS Director on training activities, personnel training/certification process, equipment, fiscal personnel, and logistical aspects and requirements of training.
Train Counterintelligence (CI) Agents on Technical Surveillance Countermeasures (TSCM).
Provide counseling to students and assist students toward successful course completion.
Conduct research, observation, and liaison with technical counterintelligence subject matter experts to ensure course curriculum mirror current techniques, tactics, and procedures used by operational element in the field.
Serve as a Technical Counterintelligence School (TCIS) Instructor with expertise in electronics.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top-Secret security clearance based on a TS (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- TDY will be required 20% of the time with additional travel within the local area to oversee and conduct training.
- Must be able to obtain and maintain a valid state driver's license.
- Must be a graduate of the Interagency Training Center's TSCM Fundamentals course.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Specialized experience is defined as experience in conducting Technical Surveillance Countermeasures (TSCM) operations and investigations.
SELECTIVE PLACEMENT FACTOR: Must be a graduate of the Interagency Training Center's TSCM Fundamentals course.
